A highly experienced real estate attorney, Ms. Mills applies her expertise at the New York City Department of Finance

As an agency attorney for the City of New York, Ms. Mills provides legal counsel for the Department of Finance, where she provides legal advice and services on a full range of city tax and other revenue-related matters, including real property, non-profit and for-profit entity exemptions and other programs that the city offers its residents.

Stacey J. Mills earned a bachelor's degree in radio, television and film production from Howard University's School of Communications in 1999 and a Juris Doctorate from Western Michigan Thomas M. Cooley Law School in 2003. At the downturn of the US Foreclosure Crisis, Ms. Mills established the Law Offices of Stacey J. Mills, a solo practice, in early 2009, where she has specialized in real estate law for over 18 years. Her practice involved closing real estate transactions for residential properties, attending foreclosure proceedings, settlement conferences, housing court proceedings and other matters beyond the realm of real estate law.

Ms. Mills' experience prepared her for the opportunity to join the New York City Department of Finance in the Legal Division: Information, Real Property and Legal Counsel. Prior to her work at Finance, Ms. Mills worked for the New York City Department of Corrections. At DOC she worked as a compliance manager for PREA (The Prison Rape Elimination Act, a federal statute enacted to ensure sexual safety in jails and prison) in the Office of Sexual Abuse and Harassment, in facilities throughout Brooklyn, Manhattan and on Rikers Island. She considers her position as a civilian staff member life-changing. She has gained a true perspective of the city's bureaucracy on many levels, including the dynamics between the detained and uniformed staff. It was a formative experience, in terms of working in municipal government. It helped to fortify her mental agility to think quickly and critically in emergency and highly stressful situations. Moreover, she has been able to hone her skills in conflict resolution when dealing with detained individuals and law enforcement staff.

Ms. Mills' achievements have been largely driven by her resilience and self-determination. She hails her mother as a driving force in her life, along with her predeceased father, who made personal sacrifices to ensure that their daughter was provided with all the tools she needed to achieve her dreams. Ms. Mills was professionally trained in the foundations of dance at the highly acclaimed Alvin Ailey Dance School. Eventually, her dedication and passion for arts and culture led her to Ifetayo Cultural Arts Academy where she was able to explore multiple genres of dance and the arts simultaneously all while dancing professionally. She has transcended her lifetime commitment to the Arts by returning to her local and neighboring communities to serve in an executive leadership capacity, volunteering and providing countless hours of pro bono service. As a passionate student of the arts, she continues to give back to her local community and encourages others to do the same in alignment with the motto of paying it forward.

Ms. Mills reveres her family and friends as a supportive village throughout her career. With their help, she built a client base from referrals and word-of-mouth advertising, providing her with many first-time experiences as an attorney. Outside of her familial network, Ms. Mills also acknowledges fellow attorneys who provided invaluable guidance when she embarked on her private practice.

Striving for continued growth, Ms. Mills aims to serve in the judiciary branch of government.
