Francis Le Grant Melton Celebrated for Dedication to the Fields of Criminal Justice and Security Administration and Emergency Management

Mr. Melton lends years of expertise to his work with the US Army, Texas A&M Engineering and Extension, and Texas A&M University System in partnership with the United States Department of Homeland Security



    TEMPLE, TX, November 30, 2022 /24-7PressRelease/ -- Francis Melton has been included in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Between 1974 and 1996, Mr. Melton served in the U.S. Army, working in various roles as police dog trainer and handler, physical security inspector, and Threat Management Team Leader. In 1981, he was assigned as the Non-Commissioned Officer in Charge (NCOIC) of the Personal Security Detachment, Office of the Commander in Chief, US Army Europe and 7th Army. In 1985, he was assigned to the Office of the Provost Marshal, Fort Hood, TX as the Law Enforcement Non-Commissioned Officer in charge. Then, Mr. Melton was appointed Military Police Investigations Chief from 1987-1988. From 1988 to 1990 he was assigned to the 545th Military Police Company, 1st Cavalry Division to manage Enemy Prisoner of War/Civilian Internee Operations. During this assignment, he developed the first draft of the division's Enemy Prisoner of War Operations Plan. From 1990 to 1992 he was assigned to 165th Military Police Company (Special Weapons Security) as Operations Sergeant. From 1992 to 1995 Mr. Melton was assigned as Provost Sergeant Major and Provost Marshal for both Ansbach and later Nurnberg Military Communities, directing law enforcement and security operations. Mr. Melton later returned to Fort Hood where he retired in 1996.

In recognition of his professional experience he was awarded the Meritorious Service Medal (4), an Army Commendation Medal, Army Achievement Medal, Non-commissioned officer professional medal, Good Conduct Medal (7), National Defense Medal and various German Marksmanship awards.

Drawing on years of professional expertise, Mr. Melton was appointed as the Security Administration Officer, First Community Bankshares, ensuring security and investigatory compliance with Department of Treasury and Office of the Comptroller of Currency Regulations.

Later employment took Mr. Melton to the National Response and Rescue Training Center, Texas A&M University System, United States Department of Homeland Security Training Consortium Member, where he served as an instructor. In 2004 he developed the first five courses initiating the extension of the Security Academy providing certification of security officers and consultants.

He later was assigned to the Exercises and Simulations division where as a Training Manager and State Task Force Manager, he planned, developed and delivered drills, discussion based and full scale local and state exercises in response to natural, man-made and technological events involving chemical, biological, radiological, nuclear and explosive incidents. He was deployed to Task Force Waco in response to critical incidents as directed by the Governor.

He was later assigned as Training Manager to the Infrastructure Training and Safety Division where he managed a cadre of 35 instructors delivering Critical Infrastructure Disaster Management training for senior and elected officials throughout the Continental U.S. and its territories until his retirement in 2019.

Drawing on years of professional expertise, Mr. Melton was recalled by the University in adjunct status to conduct security/vulnerability inspections on the dams controlled by the Brazos River Authority in lieu of U.S. Environmental Protection Agency directives, fully retiring in December 2021.

Mr. Melton holds an Associate of Arts degree in Applied Science and General Studies from Central Texas College and a Bachelor's degree in Criminal Justice Management from La Crosse University.
