With more than 40 years of experience as an attorney, including 31 years in private practice, Mr. Foster has earned distinction as the Executive Vice President and General Counsel of Children's Mercy—Kansas City, a pediatric hospital and healthcare system headquartered in Kansas City, Missouri. Since joining Children's Mercy in 2013, Mr. Foster has led Children's Mercy's legal team in supporting all aspects of the enterprise. He serves as a member of Children's Mercy's senior executive team consisting of seven Executive Vice Presidents and the President and Chief Executive Officer. Additionally, Mr. Foster represents Children's Mercy in the U.S. pediatric hospital systems chief legal officers forum convened by the Children's Hospital Association.

Mr. Foster began his career as an associate with Blackwell Sanders Matheny Weary & Lombardi (now Husch Blackwell LLP), Kansas City, Missouri in 1982, and was named partner in 1989. In private practice, Mr. Foster focused on mergers and acquisitions, finance, corporate governance, and regulatory compliance. He continued with the firm until joining Children's Mercy in 2013. Mr. Foster earned a Bachelor of Arts in economics and business administration from Westminster College, Fulton, Missouri, in 1978. He received a Juris Doctor Degree from the University of Missouri—Columbia in 1982, where he was served on the Missouri Law Review. Upon graduation, Mr. Foster was elected to the national law school honor society Order of the Coif.

Looking to the future, Mr. Foster is focused on continuing the development of Children's Mercy's legal department as a team that supports the enterprise at all levels, including clinical, education and research operations and the board of directors.

Mr. Foster has authored published works on the legal aspects of mergers and acquisitions, government regulations, discovery privileges, and other subjects. He has earned recognition as one of the Missouri Lawyers of the Year, Missouri Lawyers Weekly (2005), received the In-House Counsel Awards (Healthcare Organizations), Missouri Lawyer's Media (2018), and was included in The Power List, Healthcare Lawyers, Missouri Lawyers Media (2021).
