An experienced specialist in the English language and special needs, Dr. Simmons has been affiliated with the Heritage International School, a private school and first school of its kind in Chisinau, Moldova, during 2017-2018. Adding to her expertise, she is an English language specialist on behalf of the U.S. Department of State since 2018 where she specializes in training on the inclusion of the disabled in four major cities in Russia, Ukraine, and Moldova. Furthermore, Dr. Simmons recently joined an English Language Center in Khabarovsk, Russia, as a teacher/teacher trainer in April 2022.
Throughout the course of her career in education, Dr. Simmons has taught not only in Moldova and Russia but also in Ecuador and Cambodia. Looking toward the future, she aspires to be afforded the opportunity to teach on the continent of Africa. Dr. Simmons also aims to begin teaching immigrants here in the U.S. to learn how to speak proper English.
During an earlier stage of her career, Dr. Simmons gained recognition as an elementary school teacher, gifted teacher, and special education coordinator for the Kanawha County Schools in West Virginia in 1964 and subsequently as a primary school teacher to first-grade and special education students at Pocahontas County Schools in Marlington, West Virginia, in 1967. She also held several noteworthy positions with the West Virginia Department of Education for more than a decade, including as the dean of assessment and training, followed by another 15 years in various leading roles at the Horry County School in South Carolina including High School Principal and Director of Adult Education. In 2014, Dr. Simmons accepted her first foreign position at the University of Management (TISBI) in Kazan, Russia, as a teacher of English and teacher trainer. Outside of her career endeavors in education, Dr. Simmons also worked in real estate as a broker for Intercoastal Realty Inc, in Leland and Wilmington, North Carolina.
Frequently volunteering her time, Dr. Simmons actively participates in local initiatives at the University of North Carolina and through Rotary International. Dr. Simmons also notably founded a local Junior Woman's Club. After her first visit to Russia in 1993, she led the organization of a 501c3 foundation that promotes exchanges between Russia and the United States. She is still President of this RWVF.net.
Dr. Simmons has a rich educational background. After obtaining a Bachelor of Science in elementary education, English, and social studies at West Virginia State College, she received 4 Master of Science degrees in special education at Marshall University and a Doctor of Philosophy in special education with an emphasis in gifted education at Kent State University. Dr. Simmons also received core certification in Teaching English to Speakers of Other Languages.
As a testament to her integrity, Dr. Simmons was recognized as the Technology Educator of the Year in 2012. She credits the support of her family to her success, particularly her deceased husband who was very supportive.
