As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.
If not the only person in the world to have achieved distinction in the four fields of human resources, human services, human intelligence, and human geography, Mr. Batson is the first to do so without attending college. In 1978, he enlisted in the U.S. Army after high school and, as a Cavalry Sergeant stationed in Cold War Germany, earned two bachelor's degrees by examination. Remaining in country following his active duty stint, he subsequently earned the German Language Diploma from the Goethe-Institut and a Master of Education in Human Services from Boston University's Overseas Program. He also began both a 30-year Federal civilian and a parallel citizen-soldier career in the U.S. Army Reserve from Germany.
Sergeant First Class Batson's military assignments spanned the tactical (1st Armored Division), operational (Surface Deployment and Distribution Command) and strategic (U.S. Central Command) levels of warfare. His military education included the Advanced Non-commissioned Officer; Human Intelligence Collector; Mapping, Charting, and Geodesy Staff Officer; and Defense Language Institute's Turkish courses. He was decorated with the Bronze Star and Kuwait Liberation Medals for meritorious service in the 1991 Persian Gulf War, and later the Army Commendation, Joint Service Achievement, and Global War on Terror Service Medals.
The helping professions characterized the first decades of Mr. Batson's Federal career. He served as a continuing education and transition counselor for the U.S. Army in Europe, training officer of the U.S. Geological Survey's National Mapping Division, and Career Sustainment Specialist for the then-U.S. Immigration and Naturalization Service. During these years he attained certifications as a Senior Professional in Human Resources, Board Certified Counselor, National Certified Career Counselor, and Human Services – Board Certified Practitioner. For the latter credential, he was selected in 2010 to be part of the baseline group that set the passing standards and scores. Notably, Mr. Batson was a founding member of the Department of Homeland Security.
The terror attacks of September 11, 2001, prompted his return to the Defense Department, this time as a member of the Intelligence Community. While serving 11 years as a toponymist and staff member of the U.S. Board on Geographic Names, he was twice named an Exceptional Analyst by the Office of the Director of National Intelligence (ODNI). Each award came with a one-year research fellowship at the National Intelligence University. With a focus on rebuilding Afghanistan via land tenure and property rights, he conducted field research and wrote books and journal articles that advocated for the Land Administration Domain Model, which, in 2012, became a new international standard, ISO 19152.
Mr. Batson's 2008 book "Registering the Human Terrain: a Valuation of Cadastre," and his innovative proposals that twice placed as finalists in ODNI Galileo Award competitions, culminated in his being named the recipient of the 2014 M. F. Burrill Award by the Association of American Geographers. He concluded a distinguished career at the National Geospatial-Intelligence Agency with training in United Nations Peace Operations, more field research, and a monograph on civil society actors' roles in disaster response in the Nigerian megacity of Lagos.
Since his retirement from Federal service in 2016, Mr. Batson seasonally works as an Advanced Placement Human Geography exam reader and question writer for the Educational Testing Service. He provides quality control checks of the proposed exam questions that will be administered the following year to a quarter million high school students.
