Prior to his current role, Mr. Keen served honorably in the Virginia Army National Guard from 1991 to 2005. He served in a combat engineer unit, utilizing heavy equipment such as dozers, motor graders, excavators, and other various equipment of that nature. Served overseas during the Iraq War from 2003 to 2005. In recognition of his dedicated service, he received an Army Commendation Medal in 2004.
Following his military service, Mr. Keen was a general contractor and gas pipeline worker until serving as a utility inspector for six years. Well-qualified in his field, he holds an OSH 30-hour construction site certification as well as many other field specific certification. He is also a certified API 1169 pipeline construction inspector with the American Petroleum Institute.
