Leading a diverse and rewarding career, Ms. Arsenault is presently serving as the deputy director of the York County Emergency Management Agency (YCEMA) in Alfred, Maine. Transitioning into emergency management in 2011 after a successful tenure in the nonprofit sector, Ms. Arsenault is responsible for staffing and operations, the emergency operations center, as well as incident management, disaster planning, and response.
Since becoming involved in emergency management, Ms. Arsenault was instrumental in maintaining a high-volume COVID-19 vaccination center, which she was quickly able to mobilize to distribute upwards of 1,000 vaccines per day to residents throughout the county. Notably, Maine became recognized as one of the most vaccinated states in the country during the height of the COVID-19 pandemic.
Ms. Arsenault previously served as a field investigations and response team member with the American Society for the Prevention of Cruelty to Animals where she deployed to large-scale animal cruelty cases and natural disasters across the United States. She also worked as a senior animal care technician for a local animal shelter in Maine. During her years at the shelter, Ms. Arsenault was sent on an assignment to Joplin, Missouri, in 2011 after an EF5 tornado ripped through the area. While spending two weeks helping feed and care for more than 200 displaced cats at an emergency animal shelter, she found the work to be so rewarding that she became intrigued by emergency management. Upon her arrival back home in Maine, Ms. Arsenault decided to begin volunteering with the York County EMA as a member of the agency's incident management assistance team. She was subsequently hired for a full-time position in 2015 before being promoted to deputy director in 2021.
Among Ms. Arsenault's professional goals, she aims to continue expanding her horizons in emergency management leadership. She also aspires to discover new and better ways to serve all the members of the community and increase access to emergency management services.
To pursue her professional goals, Ms. Arsenault received an undergraduate degree in biology from the University of Maine, followed by a Master of Social Work from the University of Denver. She also received credentials as a licensed master social worker.
Ms. Arsenault was named as the Emergency Manager of the Year in 2022 by the Northeast States Emergency Consortium, a nonprofit, all-hazards emergency management organization that is based in Wakefield, Massachusetts. The award was presented to her by Pete Rogers, the Maine EMA director, at the York County commissioners' meeting. Apart from this accolade, Ms. Arsenault has been featured in the Press Herald and the Rhode Island News highlighting her professional success. She attributes her success in the industry to the support of her family and the mentorship she has received from her supervisor, Art Cleaves, at the York County EMA.
