Mr. Rand then served as a staff attorney with the Legal Services Corporation.
Mr. Rand obtained an undergraduate degree at the University of Maine in 1977 and a Doctor of Jurisprudence at New England Law Boston in 1981. He is admitted to practice in the Federal District Court of Massachusetts and the First Circuit Court of Appeals.
