Pamela Jones Harbour is lauded for her distinguished tenure in private and government law sectors

Ms. Harbour has built an illustrious career that spans legal and corporate governance roles for more than 35 years. As a retired attorney, past Deputy Attorney General of New York State, and a former Commissioner of the Federal Trade Commission, she has remained active as an Independent Board Director for Tupperware Brands Corporation since 2021 and as an Advisor for Radicle Science Inc. since 2024, bringing a wealth of experience and insights to her positions.

Ms. Harbour's professional journey began at the Office of the Attorney General of the State of New York, where she served as an Assistant Attorney General in the Antitrust Bureau between 1988 and 1994. Her position with the Office of the Attorney General culminated in her role as the Deputy Attorney General in the Public Advocacy Division, where she thrived between 1995 and 1998. While serving as Deputy Attorney General of New York State, Ms. Harbour managed more than 350 attorneys, economists and scientists in the civil division, comprising the Antitrust, Civil Rights, Charities, Consumer Protection, Environmental Protection, Investor Protection and Real Estate Finance Bureaus.

Well-recognized for her diverse background in competition and consumer protection law, including privacy and data security issues, Ms. Harbour has played a pivotal role in the private and government sectors. One of her most remarkable accomplishments as Deputy Attorney General was arguing before the Supreme Court of the United States in 1997 on behalf of 37 State Attorneys General in State Oil v. Khan, marking a pinnacle moment in her professional career. During this time, she urged the U.S. Supreme Court to maintain the "per se" rule against all vertical price fixing.

Ms. Harbour's career trajectory continued to ascend as she took on roles at Arnold & Porter Kaye Scholer LLP as a Partner between 1999 and 2003, followed by her impressive tenure as a Commissioner of the Federal Trade Commission from 2003 to 2010. Serving as a Commissioner, Ms. Harbour was nominated by the President and confirmed by the Senate to formulate the Commission's agenda, which comprised various matters in competition, consumer protection and privacy. During this time, she was an active member of the U.S. Delegation to Asia Pacific Economic Cooperation.

Ms. Harbour's expertise was further recognized through partnerships at Norton Rose Fulbright, where she headed the firm's Privacy, Competition and Data Protection practice group between 2010 and 2013 and, subsequently, at the nationwide law firm Baker & Hostetler LLP from 2013 to 2014. Ms. Harbour also dedicated over five years to Herbalife Nutrition as the Senior Vice President and Legal Officer for Global Mmember Compliance and Privacy between 2014 and 2021, where she led the member practices, compliance and privacy function on a worldwide scale.

Ms. Harbour holds a Bachelor of Music in music performance and a Doctor of Jurisprudence from Indiana University Bloomington, which she received in 1981 and 1984, respectively. For her excellence, she was inducted into the Academy of Law Alumni Fellows by the Maurer School of Law at Indiana University Bloomington in 2020. In addition, she has been admitted to practice law in New York and the District of Columbia, as well as before the Supreme Court of the United States, the United States District Court for the Southern and Eastern Districts of New York, and the United States Court of Appeals for the Second Circuit.

During her career, Ms. Harbour had the opportunity to work as an op-ed contributor to "The Emperor of All Identities" in The New York Times in 2012. She has also written articles in the Antitrust Law Journal, the America Bar Association's Antitrust Bulletin, and other professional publications since 2007. Outside of her professional endeavors, Ms. Harbour leads an active personal life that includes participation in the Manatee Tiger Bay Club, a nonpartisan organization that presents stimulating and thought-provoking programs on various topics.

In light of her accomplishments, Ms. Harbour received recognition with numerous accolades, including an Award for Distinguished Service from the Federal Trade Commission in 2010, a Champion of Freedom Award from the Electronic Privacy Information Center in 2010, a Kay Crawford Murray Award from the New York State Bar Association in 2012, the Ruth Whitehead Whaley Professional Achievement Award 2014, and a Spirit of Excellence Award from the Antitrust Section of Law of the American Bar Association in 2019. Moreover, she has been featured in the 2014 editions of the Washington, D.C., and New York Metro Area Super Lawyers.
