Mr. Fennell has established a distinguished career as an attorney at law with Steptoe LLP in Washington, D.C., where he specializes in mediation and alternative dispute resolution. Over the course of his 46-year tenure at the firm, he also has demonstrated exceptional expertise in civil trial law, serving as head of litigation from 2005 to 2014, and has chaired several key committees, including the compensation, professional advancement, pro bono, and nominating committees. His commitment to the legal profession is further evidenced by his membership in the executive committee of Steptoe LLP and his involvement with the American Arbitration Association's consumer and commercial panel.

Throughout his career, Mr. Fennell has been a staunch advocate for justice, representing clients in landmark cases such as the Gulf War I prisoners of war lawsuit against the Republic of Iraq and a civil rights case involving a Black family targeted by the Ku Klux Klan. For the past decade, he has focused on mediation, primarily working on a pro bono basis in the D.C. Superior Court, where he focuses on civil, landlord and tenant, and probate cases. While these cases are not always easy to resolve, he is committed to mediation and its bedrock principle of self-determination as an alternative to court resolution of disputes.

Prior to joining Steptoe LLP, Mr. Fennell served as a law clerk to the Honorable Edward S. Northrop at the United States District Court for the District of Maryland from 1978 to 1979. This foundational experience provided him with invaluable insights into the judicial process and honed his skills in legal analysis and advocacy.

Mr. Fennell's academic achievements have played a significant role in shaping his successful legal career. He earned his Doctor of Jurisprudence degree magna cum laude from Georgetown University Law Center in 1978, where he contributed to the Georgetown Law Journal. His undergraduate studies culminated in a bachelor's degree in English language and literature from the University of Maryland in 1974, also magna cum laude.

In addition to his professional endeavors, Mr. Fennell is deeply committed to civic engagement and social justice. He has served as a pro bono attorney for organizations such as the Washington Lawyers' Committee for Civil Rights Under Law, the American Civil Liberties Union, Legal Counsel for the Elderly, and Delaware Community Legal Aid Society. His contributions extend beyond legal services; he supports various schools and community initiatives, including several in Haiti.

Mr. Fennell's personal life is enriched by his family and diverse interests. Born in Philadelphia, he shares his life with his spouse, Barbara C. Smith, and their three children. Outside of his legal practice, he enjoys traveling, pilgrimage hikes such as the Camino in France, boating, yoga, Pilates, and gourmet cooking.
