Mr. Fennell's academic achievements have played a significant role in shaping his successful legal career. He earned his Doctor of Jurisprudence degree magna cum laude from Georgetown University Law Center in 1978, where he contributed to the Georgetown Law Journal. His undergraduate studies culminated in a bachelor's degree in English language and literature from the University of Maryland in 1974, also magna cum laude.

In addition to his professional endeavors, Mr. Fennell is deeply committed to civic engagement and social justice. He has served as a pro bono attorney for organizations such as the Washington Lawyers' Committee for Civil Rights Under Law, the American Civil Liberties Union, Legal Counsel for the Elderly, and Delaware Community Legal Aid Society.
