Mr. Toney is an accomplished criminal justice education and law enforcement consulting professional. Since 2007, Mr. Toney has served as an adjunct professor of criminal justice at Stark State College in North Canton, Ohio, teaching a range of criminal justice courses, focusing on introductory criminal justice and developing online courses to ensure students receive high-quality education.
In addition to his academic role, Mr. Toney owns Toney Police Consulting LLC. Established in 2012, his consultancy specializes in cultural diversity training, bias recognition and management training, and other critical areas of law enforcement.
Before his present positions, Mr. Toney was the director of public safety for the City of Zanesville, Ohio, from 2018 to 2020. He also thrived as the campus safety and security director at the University of Mount Union in Alliance, Ohio, between 2004 and 2016. Mr. Toney's diverse experience also included positions as a basic police instructor at Buckeye Joint Vocational Police Academy in New Philadelphia, Ohio, in 2011, a police academy instructor at Traynor's Police Academy in North Canton from 1999 to 2009 and commander of the OPOTA Private Security Academy and Fire EMT-B Academy at Barberton City Schools in Barberton, Ohio, between 2002 and 2004.
Mr. Toney's early career included several prominent law enforcement roles. He began as a deputy sheriff at the Wayne County Sheriff's Department in Wooster, Ohio, in 1976 before becoming a narcotics enforcement agent with the Lorain County Metropolitan Enforcement Group in Lorain, Ohio, in 1979. Mr. Toney then served as a deputy sheriff with the Geauga County Sheriff's Office in Chardon, Ohio, from 1983 to 1986 and as a police detective and sergeant for the City of Canton, Ohio, Police Department until his retirement from the force in 2001.
Mr. Toney graduated from the University of Akron in 1986 with an associate degree in police science. Subsequently, he received a Bachelor of Applied Science in criminal justice and law enforcement from Charter Oaks State College in 1999 and a master's degree in criminal justice and law enforcement administration from Andrew Jackson University in 2003. He also holds certifications as a basic police instructor and private security academy instructor from the State of Ohio Attorney General's Office.
Mr. Toney is an active member of several professional organizations, including the International Association of Campus Law Enforcement Administrators, the Ohio Association of Campus Law Enforcement Administrators and the Local McKinley Lodge #2 Fraternal Order of Police in Canton, Ohio. He also served as an executive board member for Stark County National Alliance on Mental Illness.
Throughout his career, Mr. Toney has been recognized for his contributions to law enforcement and education. He received the August Vollmer Distinguished Criminal Justice Excellence Award from Andrew Jackson University in 2003. In 2016, Mr. Toney received the ICON Award from the City of Alliance Urban Pastors Association, a Commendation Award from the State of Ohio House of Representatives by Representative Christine Hagan and the Dr. Martin Luther King Jr. Leadership and Diversity Award from the University of Mount Union. Additionally, Influenced by his father's legacy as an educator and the first African American to serve as a school principal in Alliance, Ohio, Mr. Toney has always valued education and community service.
