His career took off when he began working as an associate for Curtis Brinckerhoff and Barrett Professional Corporation, and he continued to expand his horizons, earning a Master of Laws from New York University.
Mr. Gilman's early career was marked by significant contributions to the legal field. As deputy general counsel for the Coalition Provisional Authority in Baghdad, Iraq, he played a pivotal role in the initiative to help Iraq transition from a planned to a market economy. His expertise in business and tax law was honed through his work with Day Pitney LLP, the United States Department of Defense, where he authored the Law of War Manual and oversaw all lawyers involved in international armament cooperation projects, and Ernst and Young, where he advised Fortune 1000 corporations and wealth funds. His dedication to the United States Department of Defense and the United States Army led him to leverage his expertise with Blenheim Space and Nichols Liu LLP.
Drawing on his considerable expertise, Mr. Gilman excels as the principal of Gilman Law PLLC, focusing on cross-border issues that impact aerospace and defense contractors, including foreign military sales and financing, direct commercial sales, export controls, and more. In addition to his work in private practice, he is the managing director of Mercure Global, a consultancy specializing in cross-border government contracting, regulatory policy development, financial advice, export controls, and drafting legislation. Driven to remain abreast of changes in the field, Mr. Gilman aligned himself with the Pub K International Defense Group between 2015 and 2018.
In light of his professional achievements, Mr. Gilman was recognized for his dedication to the U.S. military with a Legion of Merit and a Bronze Star. While his career has been filled with highlights, he takes the most pride in leading an international team of lawyers and working with key stakeholders while serving with the Coalition Provisional Authority. During that time, he also advised drafting legislation that established the War Crimes Court, which prosecuted Saddam Hussein.
