With an extensive career history, Mr. Donohoe was a senior preparedness instructor at Precision Planning and Simulations Inc. from 2013 to 2024 before assuming his current role. During this time, he honed his skills in educating others on emergency preparedness strategies by conducting preparedness and incident management training events for Defense Logistics Agency and U.S. Department of Defense personnel at domestic and overseas installations.

Between 2009 and 2012, Mr. Donohoe was the senior vice president and principal owner of Tioga Environmental Consultants Inc. in Memphis, Tennessee, helping clients with compliance, permitting, planning and preparedness. Mr. Donohoe's leadership at Tioga was preceded by his tenure as the principal owner and president of Pickering Environmental Consultants Inc., where he served from 1998 to 2009. His consulting firm focused on assisting clients with issues regarding laws and regulations surrounding air, water, soils and safety for the public and private sectors.

Mr. Donohoe's career began with a distinguished service in the U.S. Coast Guard from 1971 to 1995. He held various positions, including chief of the Marine Environmental Protection Program and vice chair of the National Response Team. His military service also included assignment as the Executive Officer of the Gulf Strike Team, NSF and Commanding Officer of Marine Safety Office, Memphis, TN.

Highly educated, Mr. Donohoe obtained a Bachelor of Arts in political science from Wheeling University in 1971 and a Master of Public Administration from Harvard Kennedy School in 1983. He also holds numerous certifications related to hazardous materials management and response operations. His academic achievements have been instrumental in shaping his career path and success.

Besides his service in the military, Mr. Donohoe has remained active in his community, such as the Knights of Columbus and the Church of Saint Margaret of Scotland Council in Foley, Alabama, where he organizes food drives for the organization and community.

In addition to his professional and civic endeavors, Mr. Donohoe is an accomplished author with publications such as 'Contingency Plan: Useful Tool or Bureaucratic Burden,' which was presented at the International Oil Spill Conference in 1981.

Throughout his career, Mr. Donohoe has been involved in several notable projects. In 1978, he represented the U.S. government during the Amoco Cadiz oil spill. He also served as the vice chair of the national response team following the Exxon Valdez oil spill in 1989. This pivotal experience allowed him to help craft and implement nationwide preparedness policies that remain effective today.

Mr. Donohoe has received numerous accolades for his military involvement, including being decorated with a Legion of Merit from the U.S. Coast Guard and multiple Commendation Medals for outstanding achievement. He was also twice named Military Member of the Year by the Greater Memphis Chamber.
