She worked in health care and telecommunications for the Clinton/Gore Administration and organized early public/private pilot projects in telehealth and telemedicine. She later was the managing director of health care at Potomac Strategies International from 1998 to 2001 and held a position with Jefferson Consulting Group. Additionally, she contributed her expertise to a startup communications company in South Carolina.

Ms. Howar's professional affiliations are extensive and include membership in the National Association of Realtors, the State Bar of California and the D.C. Bar Association. She has been actively involved with several boards, including the Board of Visitors at Children's Hospital, the FCC Advisory Board for Healthcare and Telecommunications, and the National Defense Industries Association. Her dedication to her field is further demonstrated by her participation on the Arbitration Board of the DC Association of REALTORS and her involvement with The Art League of Virginia.

Ms. Howar's academic journey began with a Bachelor of Science in psychology, art, architecture and theater from Trinity College in Hartford, Connecticut. She then pursued coursework toward a doctoral degree in environmental psychology at The Graduate Center, City University of New York, before earning her Juris Doctor from Georgetown University Law Center in 1983. Additionally, she holds real estate licenses in Virginia, Maryland and Washington, D.C., alongside legal bar admissions in California and Washington, D.C.

Reflecting on her career, Ms. Howar attributes much of her success to her education, which has equipped her with problem-solving skills essential for analyzing issues and finding solutions. Additionally, she cites her strong work ethic, which she gleaned from her father and grandfather. Her accolades include being named among the Best Real Estate Agents in America by Real Trends from 2015 to 2024 and receiving recognition as a top producer by Washingtonian Magazine from 2020 to 2024.

In addition to her real estate career, Ms. Howar has explored creative endeavors as an artist with Cynthia Howar Fine Art since 2002 and authored three articles on various topics. She has also been involved civically, tutoring for the I Have a Dream Foundation Program and supporting the Children's National Medical Center in Washington, D.C. Her personal interests include playing golf and tennis, painting watercolor landscapes, traveling and cooking. Her friends, career, art, son, daughter-in-law and social network are vitally important to her, and she seeks to maintain balance with her activities outside of work.
