Since 2016, she has been instrumental in developing criteria for evaluating budget proposals and implementing solid accounting practices that emphasize transparency and accountability. Her expertise in target-based budgeting has been pivotal in fostering financial resilience and responsibility within the county's organization. Her intuitive implementation of target-based budgeting over three years significantly reduced the county's budget deficit from $6.8 million to $1.2 million, ultimately achieving a structurally balanced budget without any deficit or surplus. She is also actively involved in integrating technology to solve problems, including the early stages of implementing a new enterprise resource planning system and advocating for increased automation through artificial intelligence tools.

Prior to her current role, Dr. Dutcher was the assistant county administrative officer of budget and finance for Alpine County in California from 2015 to 2016, as well as a senior finance officer for the county from 2012 until 2014. During this time, she introduced paperless invoice processing and played a crucial role in addressing the county's financial challenges following the Great Recession by implementing process improvement efficiencies.

Before serving Alpine County, Dr. Dutcher held the position of audit manager at Gallina LLP between 2006 and 2012 and at Bartig, Basler & Ray CPAs from 2001 to 2006. Her extensive experience in auditing laid a strong foundation for her subsequent roles in public finance.

Her academic accomplishments have significantly contributed to Dr. Dutcher's professional success, which began with a Bachelor of Science in accountancy from California State University, Sacramento, in 1986. Proving that age is no barrier to education and growth, she earned a Master of Public Administration from California State University, Northridge, in 2019, followed by a Doctor of Public Administration from West Chester University in 2023. Additionally, she has been a certified government finance officer from the Association of Government Accountants since 2014 and a certified public accountant from the California Board of Accountancy since 1989.

Outside her professional life, Dr. Dutcher's dedication extends into civic involvement as a volunteer at her local Lutheran church. She is also an active member of several industry-related organizations, including Beta Alpha Psi, the California State Association of County Auditors, the California Association of County Treasurers and Tax Collectors, the California Society of Municipal Finance Officers, the Government Finance Officers Association and the Association of Government Accountants.

Looking ahead, Dr. Dutcher plans to remain involved through the completion of the enterprise resource planning implementation before transitioning to academia. Her goal is to teach budgeting and finance at the university level to support finance professionals seeking to expand their knowledge while promoting government careers as viable and rewarding options for graduates.
