With over two decades of experience in rail safety, urban planning, and project leadership, she has dedicated her career to reimagining transportation systems that are not only efficient and safe, but deeply attuned to the human experience. Her work is driven by a belief that transportation is one of the most vital contributors to quality of life—connecting people, goods, and communities through infrastructure that reflects empathy, equity, and purpose.
Her federal role builds on a history of service across public agencies and consulting firms, where she has developed, implemented, and championed transit safety management systems nationwide. Before joining the FTA, Ms. Bartholomew held leadership roles at TriMet and the Utah Transit Authority (UTA). Notably, during her time at UTA, she championed and led their suicide prevention project, training nearly 1,000 employees in Question, Persuade, Refer methodology under the Live On campaign—an initiative that embodies her commitment to supporting both riders and transit personnel in times of crisis.
Ms. Bartholomew's experience extends from travel demand modeling and long-range planning to operational safety and risk management. Her early roles in Utah's transit system and a formative internship at the Department of Community and Culture cultivated her holistic view of transportation as a public good that should adapt to the diverse realities of the people it serves. From station design to policy development, she brings a systems-level perspective grounded in compassion and strategic foresight.
A veteran of the U.S. Army Reserve, where she served as a sergeant from 2001 to 2009, Ms. Bartholomew applies her leadership and logistical expertise to every facet of her work. She holds an MBA from Western Governors University and an Honor's Bachelor of Science in metropolitan planning from the University of Utah. She has also earned certifications in project management, occupational safety and health, and public transportation safety.
Actively involved as a civic-minded citizen, Ms. Bartholomew is a volunteer with Strong Towns, a nonprofit dedicated to resilient, community-led urban development. Her volunteer efforts, along with projects like the Park City Connect and suicide prevention advocacy, highlight her ongoing mission to ensure that transportation in our built environments is designed with care, respect, and a commitment to public well-being.
