Prior to joining Value Based MD Solutions, Dr. Baxley was a reviewing medical director for Medicare at Humana from 2019 to 2021. In 2019, he also worked as a health care consultant, author and instructor under his own practice. From 2018 to 2019, he held dual roles as chief clinical informatics officer and associate chief medical officer at Conviva Care Solutions, during which he provided his expertise in informatics, transitioning electronic health records (EHRs) and developed an educational program for opioid statute compliance.

Dr. Baxley's storied career includes pivotal positions such as chief of quality medical initiatives at Medical Care Consortium (MCCI) Group Holdings LLC from 2012 to 2014 and founder and principal in health care consultation services from 2011 to 2012. He was a physician lecturer and faculty advisor at PRIME Education Inc. from 2004 to 2012, during which he developed and reviewed continuing medical education (CME) publications. His leadership roles extended to vice president of health care analytics at WellCare Health Plans Inc. from 2010 to 2011 and Florida Medicaid medical director at the same organization from 2009 to 2010. He also served as a senior market medical executive at CIGNA Healthcare from 2007 to 2009 and held key positions with UnitedHealthcare and Blue Cross Blue Shield of Florida.

Dr. Baxley's military service is equally notable; he served as an officer for more than a decade of active duty in multiple operational, educational and clinical roles. His adaptability and leadership skills were significantly honed during this period, which laid the foundation for his subsequent civilian career.

Academically, Dr. Baxley earned a Doctor of Medicine from the University of South Alabama in 1984 and a Master of Public Health from the University of Pittsburgh, where he also completed a residency in occupational and environmental medicine in 1991. His dedication to excellence at the school was recognized with multiple accolades, including the Outstanding Student Award and Dean's Award. Furthermore, he earned both a Master of Science in biology and a Bachelor of Science in biology from The University of Alabama. To augment his qualifications in health care coding and compliance, he is certified as a professional and risk adjustment coder.

Known for his contributions as a civic-minded citizen, Dr. Baxley also has a long history of leadership in these roles and has served as president of the Rotary Club of Weston Sunset and the American Lung Association in Jacksonville, Florida. Born in Panama City, he is a proud father of six and enjoys reading, writing, technology and fitness activities in his personal time.
