Mr. Hipp's legal acumen is further demonstrated by his successful tenure as mayor of the Borough of Rutherford from 2008 to 2011. During this time, he played a pivotal role in canceling a controversial development project in the Meadowlands, collaborating with the Meadowlands Commission and Governor John Corzine to prevent high-rise housing on unsecured garbage dumps in marshes. His advocacy for less intrusive land uses, including solar farms, and his efforts to ensure the area was cleaned up according to federal regulations highlight his commitment to environmental preservation.

In addition to his political achievements, Mr. Hipp has made significant contributions to the legal field through his longstanding representation of public entities in negligence, copyright, and environmental matters, achieving dismissals on motions in numerous cases and saving substantial monetary funds for municipalities. He has also successfully represented private clients in trademark, copyright, and environmental matters. Notably, one of his legal briefs was cited in a national trademark journal and led to a reversal in a significant Federal Trademark case. He also secured state funding for a client's environmental cleanup costs and obtained a "no further action" Letter from the New Jersey Department of Environmental Protection, emphasizing his dedication to both his clients and the wider community.

Mr. Hipp's impressive academic background laid a strong foundation for his legal and political endeavors. He earned a Juris Doctor from Seton Hall University School of Law in 1985 after completing a Bachelor of Arts in English literature at Fairleigh Dickinson University in 1978. He also credits his early education at a Catholic grammar school for instilling in him exceptional reading and writing skills that have been vital throughout his career. To augment his qualifications, he was licensed to practice law by the New Jersey State Supreme Court in 1985.

Beyond his professional endeavors, Mr. Hipp has been involved in multiple civic organizations. He served as an elder at the First Presbyterian Church and volunteered as the chef at its annual free Thanksgiving dinners for area residents. He has also served as a member of the boards at the 55 Kip Center and the Meadowlands Museum. As an ongoing commitment to his field, he is an active member of the NJSBA and the Bergen County Bar. Mr. Hipp is also a realtor associate with A.W. Van Winkle & Co. located in Rutherford, NJ.

Outside of his career, Mr. Hipp enjoys sailing, playing golf, and writing. In the coming years, he plans to focus on extensive writing projects, including documenting the story of his grandfather, who was a prisoner of war in Japan during World War II. Drawing on research from the National Archives and family history, he aims to provide a comprehensive narrative about World War II in the Pacific from the perspective of prisoners of war. Balancing his personal goals with a commitment to providing high-quality legal service to his community continues to bring him fulfillment and happiness.
