Dr. McDonald, a distinguished figure in financial regulation and public policy, has built an illustrious career marked by significant contributions to both the public and private sectors.

WASHINGTON, DC, May 15, 2025 /24-7PressRelease/ -- Dr. Oonagh McDonald, CBE, has been included in Marquis Who's Who. Dr. McDonald, a distinguished figure in financial regulation and public policy, has built an illustrious career marked by significant contributions to both the public and private sectors. Since 2020, she has served as a senior adviser at Crito Capital LLC and as a financial regulation consultant through her own firm, Oonagh McDonald Consulting, since 2008. Her expertise in financial regulations is widely recognized.

Dr. McDonald began her career as a lecturer in philosophy at the University of Bristol, after which she was elected to Parliament in the United Kingdom in a by-election in 1976. She was an Opposition Spokesperson on Treasury and Economic Affairs, where she specialized in pensions and the City and led the Opposition on the annual Finance Bills, which are debated and voted on clause by clause and then by the full House of Commons. As an Opposition Spokesperson, she frequently addressed the full House from the dispatch box for the second or third reading of bills, dealing with questions and objections raised by MPs of the governing party.

After her parliamentary career, Dr. McDonald transitioned to the financial services industry, initially working as a consultant for Unity Trust Bank before being awarded the Gwilym Gibbon Research Fellowship at Nuffield College, Oxford University. She was the author of a major report on training and competence in financial services, which led to the introduction of training and examinations for many industry roles and was adopted by financial regulators in 1990. In 1993, she was appointed as an independent director of the Securities and Investments Board (later the Financial Services Authority) and remained in that role until 1998. She also served as an independent director of the Investors' Compensation Scheme, the Financial Ombudsman Service, the General Insurance Standards Council and the Insurance Brokers Registration Council.

Dr. McDonald later became the Complaints Commissioner for ICE Futures, ICE Clearing Europe, and the London Metal Exchange. Additionally, she was a member of the Gibraltar Financial Services Commission and served as an independent director of Skandia Insurance Co. Ltd., Scottish Provident, and the British Portfolio Trust. Her work with USAID in Ukraine and Moscow and the Asian Development Bank in Indonesia, Sri Lanka, Nepal and Brunei further underscores her global influence in financial regulation.

Instrumental in Dr. McDonald's professional success was her academic background. She earned a Bachelor of Divinity (Hons) from the University of London, followed by a Master of Philosophy from King's College London in 1962, laying the foundation for her analytical approach to complex issues. She subsequently obtained a Doctor of Philosophy in 1974, also from King's College London, after completing her thesis, "The Concept of Mind in Recent British Philosophy." The support of her parents and mentors throughout her education played a crucial role in her development, fostering her independence and confidence.

In addition to her career accomplishments, Dr. McDonald has made significant contributions to public service organizations. She served as the director of the Board for Actuarial Standards and was a member of the Actuarial Council at the Financial Reporting Council from 2010 to 2013. For her contributions to financial regulation and business, she was recognized with the title of Commander of the British Empire by Queen Elizabeth II in 1998.

Beyond her primary responsibilities as a financial adviser, Dr. McDonald is also a prolific author, having published several books on financial topics, including "Cryptocurrencies: Money, Trust, and Regulation" and "Lehman Brothers: A Crisis of Value." Her writings reflect her deep understanding of financial systems and their impact on society.
