One of only 10 officers in a force of 5,000 who successfully held a college degree, he served the community for nearly 30 years and ascended to the rank of commander in 1998. He was also selected in 1999 as one of only two police officers in the United States to live and work in the UK with the police there on issues of mutual interest. He was also the only police officer in the history of the Metropolitan Police Department in Washington, D.C. to ever have been awarded this honor. Upon his retirement, he became the most educated and decorated official in the history of the department. After serving as a deputy director for the United States Mint Police from 2000 to 2002, he became the chief of police for the Supreme Court of the United States from 2002 to 2016.

Also a highly accomplished author, Mr. Swope has been published more than 50 times nationally and internationally in periodicals and academic journals discussing topics such as leadership, police operations and ethical tactics. His book "Ethics-Based Policing: Solving the Use of Excessive Force" is an Amazon bestseller that details his insights on improving law enforcement and helping officers gain the trust, confidence and cooperation of their community.

Throughout his career, Mr. Swope has been committed to advancing the standards of policing through education and mentorship. He taught graduate and undergraduate ethics courses at The Johns Hopkins University for three years, with a former student recently reaching out to thank him for his efforts and support. His role as an expert in police leadership and ethics has enabled him to guide future leaders in the field, emphasizing the importance of ethical decision-making and community engagement. A Fulbright Scholar, Mr. Swope's equally accomplished academic background laid a strong foundation for his professional achievements. This followed a Master of Science in applied behavioral science from The Johns Hopkins University in 1997 and a Master of Science in justice, law and society from American University in Washington, D.C., in 1996. He began his higher education journey with a Bachelor of Science in Business Administration from the University of Maryland, augmenting the knowledge and leadership skills he would display throughout his decorated career.
