Ms. Rowley has dedicated her career to serving Veterans, particularly women Veterans, through her work with the United States Department of Veterans Affairs (VA). As a Senior Project Manager with the Veteran Benefits Administration (VBA) since 2023, she has been instrumental in leading initiatives that enhance the experiences of Veterans. Her most recent role involves collaborating with cross-functional teams in different locations to discuss project priorities and updates, conducting interviews and focus groups with stakeholders and synthesizing data to inform design improvements. Ms. Rowley's commitment to improving customer experience is evident by her thorough customer experience feedback service recovery program and robust monthly & quarterly leadership executive reporting efforts that have received widespread adoption across the VA enterprise.
Prior to her current position, Ms. Rowley served as a Human-Centered Designer at the United States Department of Veterans Affairs Veterans Experience Office from 2020 to 2023. During this time, she spearheaded the VBA Women's Benefits Experience Project, which focused on creating solutions for women Veterans to address pain points that were discovered during one-on-one and multi-participant focus groups with research participants. This research culminated in the development of the My Journey Workshop, which was subsequently adopted by the Disabled American Veterans (DAV) organization and ultimately piloted at their 2022 DAV National Convention as part of a "train-the-trainer" credential workshop. The workshop combined tools for transitioning military members and identifying benefits, empowering women Veterans to build community and set goals and is still readily available across the nation at various Veteran service organizations and community events. The project also resulted in the creation of The Medallion of Strength designed by Ms. Rowley in collaboration with the Center for Women Veterans to serves as a unique marker that can make women Veterans feel more seen, celebrated, and acknowledged for their service as a Veteran, it provides a way to visibly show that women are a part of the Veteran community and encourages community and connection with other Veterans.
Ms. Rowley's career began in the United States Air Force, where she served as a visual information specialist from 1997 to 2000 before becoming a force support officer from 2003 to 2010. Her experience in the Air Force instilled in her a sense of servant leadership and the principle of "service before self," values that have guided her throughout her career. Ms. Rowley later transitioned to roles such as program coordinator at Texas A&M Health Science Center and assessment specialist at Texas A&M Engineering Extension Service.
At the outset of her professional journey, Ms. Rowley earned an Associate of Science in audiovisual production services from the Community College of the Air Force in 2000, followed by a Bachelor of Arts in psychology from the University of Portland in 2003. She went on to graduate summa cum laude with a Master of Arts in educational leadership and administration from Touro University International in 2005 and later obtained a Master of Arts in psychology from Northcentral University in 2009.
Beyond her formal degrees, Ms. Rowley is certified through several programs that have enhanced her expertise. She has maintained formal training in graphic design, obtaining a Professional Certificate in Graphic Design from Sessions School for Professional Design in 2011. Additionally, she obtained the Forrester CX Pro Certification and Operational Customer Experience Management Level 1 Certification from Medallia in 2020. Finally, she completed the Onward to Opportunity program through the Institute for Veterans and Military Families in 2024, reflecting her commitment to continuous learning and improving customer experiences.
As a commitment to her field, Ms. Rowley is a proud member of the Project Management Institute Inc., the International Society for Performance Improvement and Disabled American Veterans. As a disabled Veteran, her professional experience is informed by her service-connected disability and long-standing involvement in Veteran-focused roles across the military and federal sectors.
Looking ahead, Ms. Rowley is focused on securing a remote position that leverages her background in customer experience strategy, human-centered design, and project management. She is currently preparing for the Project Management Professional exam and expanding her technical skills through a variety of training programs. Drawing on her experience as a disabled Veteran and her career in both military and civilian federal roles, Ms. Rowley remains committed to improving service delivery for Veterans, particularly those in underserved communities.
