As the owner of Ecosystems Protection Services LLC, he has dedicated his career to restoring and developing properties for affluent individuals seeking waterfowl hunting opportunities and wetland development since 2015. His expertise has taken him across 28 states and two provinces in Argentina, where he has been instrumental in restoring tens of thousands of acres for private groups.

Before establishing his own business, Mr. Pagan served as the chief biologist at Five Oaks Wildlife Services LLC from 2005 to 2016. In this role, he collaborated with George H. Dunklin Jr., a farmer, managing a vast 16,000-acre agricultural and wildlife habitat farm in Stuttgart, Arkansas. Their partnership spanned two decades, during which Mr. Pagan honed his skills in wildlife management and habitat restoration.

Mr. Pagan's career began with the U.S. Department of Agriculture's Natural Resources Conservation Service, where he worked as a biologist from 1996 to 2005. During his tenure, he played a pivotal role in the Wetland Reserve Program, which laid the foundation for his future endeavors with private landowners. His early career was marked by rapid advancement within government ranks, beginning as an intern with the Arkansas State Heritage Commission and progressing from a GS-5 to the GS-13 level in the USDA Natural Resources Conservation Service.

A graduate of The University of Arkansas at Monticello with a Bachelor of Science in biology with a minor in chemistry in 1994, Mr. Pagan attributes much of his success to his upbringing in a farming environment and his passion for the outdoors. His education provided a strong foundation for his work in conservation and ecology. He is also deeply grateful for the support of his family, particularly his wife, who has been a constant source of encouragement throughout his career.

In addition to his professional achievements, Mr. Pagan is actively involved in several industry-related organizations, including Ducks Unlimited, the Five Oaks Agriculture Research and Education Center, and the Rocky Mountain Elk Foundation. He serves as a commissioner on the Arkansas Natural Heritage Commission and is a board member of Turkeys for Tomorrow, where he contributes to turkey research, waterfowl research and conservation efforts of non-game species.

Mr. Pagan's dedication to conservation has earned him numerous accolades, including induction into the Arkansas Waterfowler Hall of Fame and recognition as a Champion of Conservation by Garden & Gun Magazine LLC in 2025. He has also received the Rex Hancock Conservation Award from the Arkansas Wildlife Federation.

Beyond his professional life, Mr. Pagan enjoys spending time with his family, participating in church activities, hunting, fishing and searching for rare plants. Looking ahead, he plans to continue mentoring young individuals through Turkeys for Tomorrow and the Five Oaks Agriculture Research and Education Center. He hopes to expand his efforts in wetland restoration nationwide while developing land and building a new home with his wife.
