By age 21, she became the youngest foreign affairs and defense advisor in the Senate, leading to recruitment by the FBI for her expertise on issues involving major global powers. Ms. McElligott's involvement in international crises included advising U.S. Congress during the Tiananmen Square incident and acting as a liaison between the FBI and Arab intelligence focusing on Osama bin Laden and counterterrorism in Sudan. She was key in arranging the first visit of Sudan's President Omar Bashir to the Vatican to discuss human rights.

Ms. McElligott's academic foundation is rooted in a Bachelor of Arts in communications from the University of Portland, completed in 1983. This education laid the groundwork for her adept communication skills, which have been instrumental throughout her career. Her proficiency in Arabic, certified by the British Council with a Level II Arabic certification in 2000, has been crucial in Ms. McElligott's diplomatic engagements and intelligence work.
