This experience laid the groundwork for his subsequent 32-year tenure as a police officer with the Township of Ridley in Delaware County, Pennsylvania. Parallel to his law enforcement career, Mr. Lockhart cultivated an impressive reputation as a historian. His interest in local history was sparked during childhood vacations with his father, who introduced him to historical sites. This early exposure led him to conduct independent research and interviews as a teenager, culminating in the publication of a 60-page book on Ridley Township's history during the bicentennial in 1976. Over the years, he authored several significant works, including centennial histories of Prospect Park, Ridley Park, Eddystone, Norwood and Glenolden. His contributions earned him recognition as the Delaware County Historian.

Mr. Lockhart's academic background played a crucial role in his success as both a police officer and historian. His Associate of Science from Delaware County Community College provided foundational knowledge that complemented his later studies at The Pennsylvania State University. The skills acquired through his education were instrumental in his ability to meticulously research and document local histories, earning him accolades from the Historical Society of Pennsylvania.

In addition to his written works, Mr. Lockhart contributed weekly history articles to Town Talk Newspaper, where he was celebrated as their number one columnist multiple times. In addition to his professional achievements, Mr. Lockhart has been actively involved in civic organizations. His efforts have been recognized with awards from the Historical Society of Pennsylvania between 2008 and 2009.

In his personal life, Mr. Lockhart remains deeply rooted in his hometown of Ridley Park. He enjoys researching history and is currently focused on organizing an extensive collection of 1,500 booklets and pamphlets, along with numerous notes related to the history of Delaware County.
