Mr. Rebara's business development efforts involve direct engagement with government program managers who are responsible for procuring specific hardware or solution sets. He builds strong, trusting relationships with these individuals, allowing them to rely on him for quality solutions. Before his tenure at Noble, Mr. Rebara honed his expertise at Persistent Systems, a leader in tactical communications and mobile ad hoc networking. After joining the company in 2021 as the director of business development for the Army, his dedication and strategic acumen led to his promotion to team lead and vice president. In 2020, Mr. Rebara held concurrent roles as a technical consultant at M3 Defense Consulting and an explosive ordnance disposal (EOD) training consultant. His consulting work drew on his deep expertise in EOD, with a focus on CBRNE threats. Leveraging his background in robotics, he advised on drone technologies, supported government drone initiatives and briefly collaborated with FEMA's Domestic Emergency Support Team. His projects included clearing tunnels for a government operation in the desert and supporting the Organization for Security and Cooperation in Europe (OSCE) in Ukraine—an effort paused due to the COVID-19 pandemic.
Mr. Rebara first ventured into consulting at Tier Tech International, where he served as an independent consultant from 2018 to 2019. This was preceded by a three-year tenure at Roboteam, an innovative robotics manufacturer known for its backpackable unmanned systems. He joined the company in 2015 as the director of ground robotics and was promoted to vice president of sales in 2017, remaining in the latter role until 2018.
A two-time recipient of the Bronze Star Medal, Mr. Rebara's career is deeply rooted in his extensive military service. He served in the United States Army for 23 years as a bomb disposal technician, with 16 years overseas. After enlisting in 1992 as an infantryman, he steadily rose through the ranks to ultimately become a first sergeant. His most notable achievement was leading an EOD unit in combat and ensuring every one of his soldiers returned home safely. To him, this represents the highest measure of success—one rooted in rigorous preparation, professional care and unwavering leadership. The safe return of his team stands as a testament to the quality of their training and the deep responsibility he felt for their well-being. Among all his accomplishments, it is those deployments—and the lives safeguarded—that bring him the greatest pride.
Mr. Rebara's academic achievements include a bachelor's degree in military history from Southern New Hampshire University, where he was recognized as a Distinguished Scholar, and an Associate of Arts in business administration and management from the University of Maryland Global Campus. His dedication to excellence is further evidenced by his membership in organizations such as the National Society of Collegiate Scholars, Alpha Sigma Lambda Tau. The United States Bomb Technician Association, the International Association of Bomb Technicians and Investigators, and the National Explosive Ordnance Disposal Association.
