His earlier roles include serving as a publisher at Energy Intelligence Group from 1988 to 1999 and co-founding the Petroleum Finance Company in 1988. Dr. Morse's experience extends to international affairs, having served as the head of international affairs at Philips Petroleum Company between 1981 and 1983 and as a deputy assistant secretary of state for energy and sanctions from 1977 to 1981.

In addition to his professional achievements, Dr. Morse has been influential as an advisor to the United Nations Compensation Commission in Iraq and has provided counsel to the U.S. Departments of State, Energy, Defense, and the Treasury, as well as the National Security Council and International Energy Agency on issues related to oil, natural gas and financial flows impacting energy prices. He received a bachelor's degree in comparative literature and economics in 1963 and a master's degree in comparative languages and literature in 1964 from Johns Hopkins University. He also received a master's degree in international relations and international economics from the Johns Hopkins School of Advanced International Studies in 1966 and a Doctor of Philosophy in political economy from Princeton University in 1969.
