DURHAM, NC, July 23, 2025 /24-7PressRelease/ -- Dr. Carlous Caple has been selected for inclusion in Marquis Who's Who. Dr. Caple has established a distinguished career at the intersection of education, technology, and business. Since 2021, he has served as senior business analyst and project manager for cybersecurity authority to operate (ATO) at the U.S. Department of State's Foreign Service Institute in Arlington, Virginia. In this role, he oversees the cybersecurity risk management framework and safeguards applications against attacks. Additionally, he supports software as a service (SaaS) for government applications and systems and leads a team of government project managers using agile management methodologies aligned with National Institute of Standards and Technology (NIST) federal policies. His expertise in this field is built upon a robust foundation of diverse roles across various sectors in federal contracting.

Before his current role, Dr. Caple was a business process analyst with the United States Marshals Service Division of Prisons in Washington, D.C. He has also served as an information system security officer (ISSO) and cybersecurity communications specialist at the U.S. Department of Homeland Security (DHS) and its Cybersecurity and Infrastructure Security Agency (CISA). During his tenure with the DHS, he oversaw Intake Process Requests and developed various workflows. His earlier experience includes working as a configurations manager for North Carolina Families Accessing Services Through Technology (NC FAST) and serving 100 counties through the North Carolina Community College System and the North Carolina Department of Health and Human Services.

As a senior business analyst in web channel management at Bank of America, Wells Fargo and Delta Air Lines Dr. Caple led corporate communications for Spanish language translations of mobile applications. He has also served as an enterprise organizational development analyst (ODA) for State Farm Corporate Systems at the company's headquarters in Bloomington, Illinois. He has demonstrated superior capabilities as a federal contractor through his company Caple Global Associates, which he founded out of necessity to serve the United States Army and its Training and Doctrine Command (TRADOC) by developing the Army's Lifelong Learning Center pilot program. This program has been implemented at multiple Army installations including Fort Monroe, Fort Gordon, Fort Benning, Fort Leavenworth, Fort Bragg and Fort Leonard Wood.

Dr. Caple's career trajectory also includes significant contributions to academia and organization development. From 2010 to 2012, he served as vice president for academic affairs at the African University College of Communications in Accra, Ghana, where he played a pivotal role in developing their academic programs in mass media communications.

He has held positions such as chief executive officer and executive director with the Shinshuri Foundation, a California social purpose organization (SPO). His academic career began as a professor of curriculum and instruction with the University of North Carolina System, where he served in the fields of clinical psychology, media communications, teacher education, and directed instructional technology graduate programs.

In addition to his professional roles, Dr. Caple is an accomplished author and keynote speaker. He has published works including "Addressing Business Need: The Benefits of SharePoint for Building Communities of Practice" and co-authored "The Black Student's Guide to Graduate and Professional School." His research on spaced practice and spaced repetition has earned him global recognition as an expert in educational technology and cognitive studies. He is considered a globally-renowned expert on cognitive strategies and learning acquisition based upon his research, which has been applied by multiple software development organizations and mobile app start-ups. With regard to learning acquisition, Dr. Caple notes that "memorizing words efficiently is all about timing. Review a word too often and you'll waste time; review a word too infrequently and you'll forget it."

Dr. Caple's educational background is extensive. He holds a Doctor of Education in mathematics, science and technology education from North Carolina State University, a business analytics concentration from the Harvard Business School's executive education program, a master's degree in educational technology from North Carolina Central University and a bachelor's degree in psychology with a focus on business from North Carolina Central University. He is accredited as a Certified Agile Project Manager, a Project Management Professional (PMP), a SCRUM Master, and an Organizational Development Analyst (ODA), also known as a Change Management Analyst.

Beyond his professional achievements, Dr. Caple is actively involved in civic organizations such as Rotary International, ToastMasters and SALT Learning and Development. He has served as board vice president for ITEOE Business International Inc., supports homelessness initiatives through the Steven Williams Foundation Inc., and contributes generously to arts organizations including Alvin Ailey Dance, the Kennedy Center, the Lincoln Center and the Metropolitan Museum of Art. Dr. Caple is a 1993 Smithsonian Institution National Air and Space Museum internship award recipient. Dr. Caple has maintained affiliation with several information technology industry organizations, including the International Information System Security Certification Consortium (ISC2) Northern Virginia Chapter, the International Society for Performance Improvement (ISPI), and the Digital Analytics Association (DAA).
