Mr. Carroll has built a distinguished career in law and public service, marked by a commitment to community engagement and legal excellence. Currently serving as the city attorney for the City of Lockport, Illinois, he represents the mayor and city council members, provides legal guidance to department heads and employees, and handles prosecutorial roles for non-criminal traffic violations. Mr. Carroll's responsibilities also include drafting ordinances and resolutions, as well as reviewing contracts involving the city.

Before joining the City of Lockport, Mr. Carroll served as an attorney at Peterson, Johnson & Murray LLC in Oak Brook, Illinois, from 2023 to 2025, and as the deputy city manager and chief legal officer for the City of Portage, Michigan, between 2020 and 2023. His extensive legal experience was also demonstrated by his long tenure at the Law Office of Michael F. Carroll, from 1995 to 2019, where he refined his skills in complex law and civil litigation. While managing his practice, Mr. Carroll also excelled as a partner at Carroll & Truesdale, a general practice law firm in the Metropolitan Chicago area, between 2002 and 2009.

Mr. Carroll's career began in law enforcement as a patrol officer and communication training officer with a Chicago area police department in 1986, where he spent over a decade. This early experience in public service laid the foundation for his later achievements in law and governance. Mr. Carroll also ventured into real estate as a broker and owner of Main Street Real Estate Inc. from 2008 to 2013, showcasing his versatility and entrepreneurial spirit.

Highly educated, Mr. Carroll holds a Bachelor of Arts in communication studies and political science from Northern Illinois University since 1985, a Doctor of Jurisprudence from the University of Illinois at Chicago since 1995, and a Master of Public Administration from the University of Illinois at Springfield since 2024. Additionally, he holds a professional certificate in management from the University of Notre Dame and a Lean Six Sigma yellow belt certification from Western Michigan University, both of which he obtained in 2021.

In 2008, Mr. Carroll was elected as the president of the Southwest Bar Association in Cook County. His dedication to civic involvement has been evident through his roles as the vice president of the board of education for Orland Park School District 135 from 2013 to 2015. He also served on the board of trustees for the Village of Orland Park and is a past president and former secretary of the Orland Park Lions Club, where he is a life member and Melvin Jones Fellow.

Throughout his legal career, Mr. Carroll has been recognized for his strong trial record, which has encompassed significant appellate cases involving the Open Meetings Act, the Freedom of Information Act, and video gaming taxation. He was also highlighted by being inducted into the Hall of Distinction at the University of Illinois Chicago's School of Law. He is the current chair of the Local Government Section of the DuPage County Bar Association, and is a member of the Illinois State Bar Association, the Will County Bar Association, and the Illinois Local Government Lawyers Association.

Looking ahead, Mr. Carroll plans to focus more on personal interests rather than pursuing new professional goals. Despite this shift in focus, he remains proud of his accomplishments and continues to value his contributions to both his profession and community.
