Before her current position, Ms. Bugal served at the National Institutes of Health from 2021 to 2025. Her dedication and expertise led to her promotion to lead medical technologist in 2020. Previously, Ms. Bugal gained valuable experience as a medical administrative assistant at Rockland NY Medical Services PC between 2012 and 2013 and as a medical technology intern at Amang Rodriguez Memorial Medical Center in the Philippines from 2010 to 2011.

In addition to her civilian service, Ms. Bugal served as a Petty Officer Third Class in the U.S. Navy from 2013 to 2018. The military played a crucial role in equipping her with skills that significantly contributed to her professional development.

Ms. Bugal's academic achievements have been pivotal in shaping her career. She received a Bachelor of Science in clinical laboratory science from the University of Santo Tomas in 2011. Subsequently, she completed a Master of Arts in administrative leadership from the University of Oklahoma in 2017 and an Executive Master of Business Administration from Duke University in 2025. In addition to her degrees, Ms. Bugal holds several professional credentials that enhance her professional capabilities. These include verified international academic qualifications from World Education Services, obtained in 2022, and the completion of the MBA math quantitative skills course in 2023. She is also certified by the American Society for Clinical Pathology as an MT.

During her service in the U.S., Ms. Bugal earned several commendations, including the Sea Service Deployment Ribbon and the Navy-Marine Corps Achievement Medal.
