Mr. Gomez Cobo has established a distinguished career in the infrastructure industry, marked by progressive leadership roles and a commitment to excellence in project management, cost control, and internal audit. He received the National Interest Waiver (NIW) Green Card from United States Citizenship and Immigration Services (USCIS), in recognition of his academic background, professional achievements, and ongoing contributions to the U.S. economy and society. Since 2022, Mr. Gomez Cobo has served as head of internal audit for North America at OHLA USA/OHLA Group. In this capacity, he is responsible for conducting technical, financial, operational, and compliance audits, as well as performing detailed risk analyses across strategic business units and major infrastructure projects. His expertise in accounting principles under United States Generally Accepted Accounting Principles (US GAAP) and deep understanding of operations in large infrastructure companies have been instrumental in developing and implementing the annual audit plans. He maintains continuous communication and provides regular reporting to the corporate internal audit director at OHLA Group headquarters in Spain. He is also responsible for preparing the annual budget for the North America internal audit department and tracking deviations throughout the year.

Mr. Gomez Cobo develops comprehensive audit work programs that adhere to internal and external regulations, conducts onsite visits to projects and business units across Florida, New York, Massachusetts, Maryland, Illinois, and California, and drafts audit reports for executive management review. His recommendations have contributed to strengthened internal controls and improved operational efficiency. Notably, he has audited major design-build projects, including the $2.3 billion Purple Line Light Rail Design-Build/Public-Private Partnership (P3) Project in Maryland and the $1.9 billion I-405 Improvement Design-Build Project in Southern California.

Prior to joining OHLA USA/OHLA Group, Mr. Gomez Cobo held several progressive positions at North Tarrant Infrastructure LLC from 2017 to 2022 with Ferrovial Construction in the $1.9 billion I-35W: Segments 3A, 3B, and 3C Design-Build/P3 project in Fort Worth, TX. Mr. Gomez Cobo started working as a project manager for Segment 3A from 2017 to 2018, where he coordinated drainage, MSE wall, bridge punch list work, field repairs, and the required survey work and traffic control management. He led the general punch list coordination and developed a master control spreadsheet to track and analyze open and closed items. He also oversaw the video inspection of the drainage system to secure final acceptance from the client. Segment 3A was opened to traffic two months ahead of schedule.

Mr. Gomez Cobo later transitioned to deputy project controls manager, serving as acting head of the project controls department for most of his tenure until being formally appointed project controls manager and contract manager in 2020. In this role, he oversaw cost control, scheduling, contract management, and document control. He successfully designed the complete cost control structure for the new $800 million Segment 3C and Mark IV Improvements scopes. This system was crucial for tracking cost deviations, conducting thorough analyses, and implementing timely mitigation measures, vital in design-build projects where the contractor bears all the risk for both design and construction. His work in cost control was essential for the project's success and stands out as a significant accomplishment in his career. In addition, Mr. Gomez Cobo was responsible for revising project quantities and pricing, forecasting departmental costs, and leading monthly closings in coordination with the design, construction, environmental, quality, utilities, and accounting teams. He led monthly payment application negotiations with the client, developed contract change orders, and tracked contract milestones and deliverables. Mr. Gomez Cobo also served as the primary point of contact for internal and external audits. He conducted risk and opportunity assessments using a detailed risk and opportunity matrix and led a cost control training program for junior civil engineers on large-scale design-build infrastructure projects.

Mr. Gomez Cobo's earlier experience includes serving as a project manager at Isolux Corsan from 2016 to 2017 on the Indiana I-69 Section 5 Project, a $325 million design-build/P3 project, after permanently relocating to the United States from Spain. From 2012 to 2016, he was based in Madrid, Spain, working as a proposal manager within Isolux Corsan's International Technical Division, responsible for business development tasks and for coordinating and submitting statements of qualifications for prequalification and proposals for competitive bids on major infrastructure projects in the USA, Europe, GCC, Central Asia, India, and Africa. He developed a comprehensive database for the International Technical Division to track all statements of qualifications and proposals submitted globally by country, and his leadership successfully contributed to securing the Indiana I-69 Section 5 project and the shortlisting for the $450 million Construction Package 4 of the California High-Speed Rail design-build project. Mr. Gomez Cobo began his professional journey in 2010 as a staff member at Swiftcurrent Motor Inn with Glacier Park Inc., earning recognition as Employee of the Month for August while working in Montana's Glacier National Park.

Throughout his career, Mr. Gomez Cobo has demonstrated expertise in large-scale infrastructure projects delivered through design-build and public-private partnership methods. He has deep knowledge of engineering concepts and excels in project finance, contract management, cost control, and strategic planning. Moreover, he leverages his exceptional interpersonal and communication skills in his leadership development efforts. Mr. Gomez Cobo's expertise is further reflected in his involvement with professional organizations: he has been a member of the Institute of Internal Auditors since 2022 and of the Project Management Institute since 2017.

Mr. Gomez Cobo's educational background provided him with the technical knowledge essential for his success in complex infrastructure environments across multiple countries. In 2012, he earned a Master of Science in Civil Engineering from Universidad Politecnica de Madrid. Since then, he has further enhanced his skills through specialized training, including two courses in 2024 in generative artificial intelligence through the Project Management Institute, where he became a certified project management professional in 2018. Additionally, he completed 42 hours of coursework in contract management through Headspring Executive Development in 2021 and 30 hours in OSHA construction safety and health through Texas A&M University in 2019. These achievements reflect his commitment to continuous learning and adapting to emerging technologies within his field.

Mr. Gomez Cobo attributes his professional accomplishments to his education and resilience, which enabled him to overcome challenges associated with relocating internationally while focusing on long-term goals through determination and a methodical approach.

Outside of his professional pursuits, Mr. Gomez Cobo is an avid reader who is especially fond of biographies, thrillers, comic books, and books on history and business. He also enjoys visiting art museums, listening to music—from Bob Dylan and The Grateful Dead to R.E.M. and the Seattle grunge scene—and watching movies and television shows. He loves to travel, especially on road trips and visits to national parks. A dedicated half-marathon runner, he follows the NFL and the NBA, and is a passionate Real Madrid supporter. His wife, Carmen, left everything behind in Spain to join him and support this journey. From Indiana to Texas and now in South Florida, they have faced challenges together, but each step has brought personal and professional growth and, most importantly, they have built a loving family.
