Ms. Owens has established a distinguished profile defined by her leadership and dedication to public service. In 2023, she was named the president emeritus of the Liberty Manor Community Association, and her tenure with the association is notable for her nine-year presidency from 2013 to 2022, during which she played a pivotal role in organizing conferences and campaigns. Additionally, Ms. Owens has been serving as a directress for nearly two years, further contributing to the implementation of the organization's mission.

Before progressing to her current role, Ms. Owens was involved with Organizing for Action, an initiative founded by former President Barack Obama. From 2015 to 2017, she excelled as the state director for Maryland, Washington D.C., Pennsylvania, Virginia, Delaware and West Virginia, where her signature leadership was instrumental in integrating 15 Chapter Leaders into the United for Action chapter league. Before this, Ms. Owens was a fellows manager from 2012 to 2015, where she honed her skills in coordination and management.

Ms. Owens's career also includes significant contributions to the Social Security Administration. As a management analyst from 2015 to 2018 and a senior quality assurance specialist from 2012 to 2015, she developed communication systems and organized workshops that earned her two and sometimes three or more awards. In this role, Ms. Owens relied on experience earned as the vice chair of the Baltimore Federal Executive Board's Diversity and Inclusion Committee and as a member of its Local Federal Coordinating Committee.

Exceptional educational accomplishments formed a strong foundation for Ms. Owens's professional advancement. She holds a Bachelor of Arts in finance and management from Notre Dame of Maryland University, from which she graduated cum laude and became a lifetime member of the international honor society in finance and management in 1997. Subsequently, she pursued coursework in a master's program in public administration at Central Michigan University in 1999. Ultimately, Ms. Owens credits her success to a willingness to work and a deep dedication to following through on her short and long-term objectives, which she has seen as a positive influence on others.

Ms. Owens actively seeks opportunities to engage in civic service. She has served as vice chair of the Baltimore Federal Executive Board's Diversity and Inclusion Committee and is a donor to several organizations, including the National Action Network, American Civil Liberties Union, NAACP, The Heart Foundation and Disabled Veterans, philanthropic efforts that reflect her commitment to social justice and community support. Ms. Owens is also recognized for her contributions to literature and projects related to government reinvention, as evidenced by the co-authorship of posts on former Vice President Al Gore's National Partnership for Reinventing Government website and writing of the "Office of Directives Management Newsletter." She also donated to President Carter who supported Uganda.

Outside of her professional endeavors, Ms. Owens enjoys spending quality time with her family. Looking toward the future, she plans to contribute further to President Obama's program in Chicago, driven by the enthusiasm she consistently witnessed there, and Ms. Owens will persist in her efforts to inspire those around her and make a positive impact on society.
