Mr. Gangwere's professional journey reflects a distinguished career in law, public service and historical research, marked by significant achievements and a steadfast commitment to ethical leadership. Since 2018, he has dedicated himself to writing and research as an author based in Missouri. Following his retirement from legal practice, he pursued his lifelong passion for history by reading, studying, researching and writing on historical topics.
Mr. Gangwere's debut book, "Forged in Fire: Grief, Purpose, and Devotion of a Woman at War," published by Mission Point Press in 2025, chronicles his mother's experiences during World War II with the American Red Cross Clubmobile Program in Europe. The book achieved notable success, reaching the number one position in World War II history, biographies of World War II, and military biographies during its first week. He has also co-authored "Kansas City: A Place in Time (Second Edition)" with Chandlier Lake Books in 2017. Currently, he is preparing an article for the Missouri Historical Review.
Mr. Gangwere retired from practicing law in 2018 after a career spanning nearly four decades. From 2001 to 2018, he served as designated agency ethics official, deputy general counsel and acting general counsel for the U.S. Small Business Administration in Washington, D.C. In his capacity as Acting General Counsel he oversaw the reorganization of the General Counsel's Office's field operations, and as the Agency's ethics official he was responsible for overseeing the agency's ethics program and providing guidance to successive administrators from both major political parties. He takes particular pride in being retained by each new administrator over 17 years as the top ethics official for the agency, a testament to his effective management and trusted counsel. He believes that professional ethics, guidelines, training and enforcement are crucial for ensuring an effective and successful ethics program of any government agency.
From 1998 to 2001, Mr. Gangwere contributed to the general law division at the U.S. Small Business Administration headquarters in Washington, D.C., where he addressed a broad range of legal matters affecting the agency's operations nationwide. For the preceding three years, he served as a trial attorney specializing in administrative law at the agency's Denver office. His earlier tenure with the U.S. Small Business Administration began as regional counsel for Region VII at the Kansas City regional office from 1986 to 1995.
Before joining federal service, Mr. Gangwere worked as in-house counsel for a real estate development company in Kansas City from 1984 to 1986. He also practiced law with a Kansas City firm for four years, focusing on probate work, tax services, real estate, and insurance matters. His early professional involvement included serving as a board member of the Young Lawyers Section of the Lawyers Association of Kansas City during the early 1980s.
Mr. Gangwere's academic background laid a strong foundation for his multifaceted career. He earned a Juris Doctor from the University of Missouri-Kansas City School of Law in 1981 after completing a Master of Arts in American history (United States) at the University of Missouri-Columbia in 1977 and a Bachelor of Arts in history at the same institution in 1975.
Reflecting on his career, Mr. Gangwere credits his parents for instilling in him the values of diligence and purpose that guided his academic pursuits and professional direction. His father was chief counsel for the National Collegiate Athletic Association and a prominent constitutional lawyer, while his mother was an author, composer, concert pianist, and an accomplished organist.
Civic engagement has been integral throughout Mr. Gangwere's life. He was appointed by the mayor of Kansas City to three different commissions supporting local government and spent three-and-a-half years on the Historical Preservation Commission there, an experience that deepened his appreciation for community heritage. His contributions have been recognized with various honors, such as the Arthur S. Flemming Award from the Washington, D.C. Junior Chamber of Commerce, received in 1991.
Mr. Gangwere's involvement extended beyond his professional roles into active participation in Missouri politics from high school until joining federal service in 1986, a transition that required him to step back from partisan activities due to federal law. Notably, he served as Republican chairman of Jackson County during the 1980s and chaired the non-partisan Citizens Association of Kansas City that endorsed candidates for mayor and city council.
Born in Kansas City, Mr. Gangwere enjoys exploring history and genealogy, biking, hiking, and reading in his free time. He also played tennis recreationally and prioritizes spending time with his two daughters and five grandchildren. In the upcoming years, he is considering authoring another book and intends to continue contributing articles on historical subjects. He believes that publication in respected journals like the Missouri Historical Review will further establish his credentials within historical scholarship and support future writing endeavors.
