Currently, he serves as the chair professor of materials and the college of semiconductor technology at National Chiao Tung University in Hsinchu, Taiwan, a position he has held since 2017. Additionally, Dr. Chen is recognized as the chief executive officer of the Office of University Advancement on campus. His tenure at National Chiao Tung University marks a continuation of his commitment to advancing educational and technological frontiers.

Before becoming a faculty member at National Chiao Tung University, Dr. Chen was the vice rector for student affairs at the University of Macau in Macau, China, from 2012 to 2017. During this period, he also served as chair professor of materials science at the Institute of Applied Physics and Materials Engineering. His leadership extended to Tunghai University in Taichung, where he was the president between 2004 and 2012 and a professor in the department of physics. Earlier in his career, Dr. Chen was an adjunct professor at the University of Illinois, Urbana-Champaign between 2002 and 2004, following his tenure as the head of the department of physics and materials science at City University of Hong Kong from 2000 to 2004.

Dr. Chen's academic journey began with a Bachelor of Science in physics from National Tsing-Hua University in Hsinchu in 1970. He then pursued further studies at Northwestern University, earning a Master of Science in physics in 1973 and a Doctor of Philosophy in materials science and engineering in 1977. Dr. Chen's doctoral advisor profoundly influenced his career path by instilling values that extend beyond technical expertise.

Throughout his career, Dr. Chen has been involved with numerous professional organizations. He is a council member and fellow of the American Society of Metals since 1989 and chair-elect of the materials science and critical technology section of the Metallurgical Society since 1998. Dr. Chen's memberships also include the Materials Research Society, the American Crystallographic Association and the American Ceramic Society.

Dr. Chen's research accomplishments include pioneering time-resolved x-ray scattering measurements and developing instrumentation for synchrotron x-rays. His work on kinetic measurements of phase transformations in alloys and thin films has been instrumental in advancing the field of materials science. Additionally, Dr. Chen has made significant contributions to nanotechnology through the preparation and characterization of MOCVD-derived oxide thin films.

As a seasoned researcher, Dr. Chen's editorial contributions include being a key reader for Metallurgical Transactions since 1993 and a principal editor for the Journal of Materials Chemistry and Physics since 1997. In recognition of his scholarly contributions, he has received numerous awards, including the Alex von Humboldt Research Award from Germany in 2000 and an Outstanding Scholar Award from Taiwan in 2005. He was also honored with the 25th Lu TzeHung Memorial Award by the Chinese Society of Materials Science in Taiwan in 2006.
