Currently serving as an adjunct professor and dissertation chair at Capitol Technology University since 2020, he leverages his extensive knowledge base to guide students in doctoral research and writing, business and IT ethics, information assurance research, organizational change and information systems implementation; and quantitative, descriptive, and statistical analyses. Prior to accepting his current academic appointments, Dr. Martir excelled as a special advisor to the agency director at the Defense Information Systems Agency (DISA) under the Department of Defense (DOD) from 2013 to 2023. In this capacity, he provided strategic guidance on DOD policy, leveraging his extensive network of senior executives and expertise in human capital policies, and his plethora of experience and knowledge in executive decision systems to forge successes for the department's executive, policy, and mission initiatives. His tenure at the DISA was preceded by his role as a Senior Executive Service Program Manager at the Missile Defense Agency (MDA) from 2010 to 2013, where Dr. Martir helped cultivate and refine DOD and human capital (HC) policies and decision systems yielding apex successes in critical missile defense missions with conation and masterful prospicience.

From 2008 to 2010, Dr. Martir masterfully excelled as a principal analyst and corporate team lead for MDA's Executive Manpower and Military's HC management. His signature in analytical skills, infrangible military HC knowledge, and exemplum background immediately drew trust, and were instrumental in optimizing personnel strategies and policies within the agency. Before this, he worked as an executive talent consultant for Lockheed Martin Corporation from 2007 to 2008, where Dr. Martir through his extensive network identified and attracted top tiered corporate talent for the corporation's strategic initiatives, from vice presidents to senior vice president, and the CEO; including identifying suitable corporate board members.

Dr. Martir's career is deeply rooted in his highly decorated and honorable service in the United States Navy, which culminated when he served aboard the USS Port Royal as the personnel officer/administration officer from 1999 to 2003. He led a diverse set of six divisions, while a section leader for a comprehensive, fully qualified fighting force of 103 sailors. Subsequently, he accepted an appointment as the chief of military personnel and manpower department at the Defense Information School from 2003 to 2007, where he proudly led personnel operations and was with the commandant's group for daily strategic planning and execution. He ensured 100% manpower capabilities for an all-service joint command of over 500 instructors and staff for combat field photographers, journalists, broadcasters, and visual information digital designers. Dr. Martir's eclectic and the multitude of national security, leadership, mission impacting military contributions have been acknowledged for 21 years of exemplary service with: A Defense Meritorious Service Medal; Three Navy Commendation Medals; Three Navy & Marine Corps Achievement Medals; Pistol Expert Medal; Three Armed Forces Expeditionary Medals; Six Navy Good Conduct Medals; Two National Defense Service Medals; Global War on Terrorism Service Medal; Global War on Terrorism Expeditionary Medal: Six Navy Efficiency "E" Ribbons; Four Navy & Marine Corps Overseas Service Ribbons; Three Meritorious Unit Commendations; a Navy Unit Commendation; and Five Sea Service Deployment Ribbons. While as a DOD federal civilian, he was awarded for excellence and superior performance with: DISA's Exceptional Civilian Service Medal Award (2023); Cyber Space Operations Coin of Excellence (2022); Executive Deputy Director's Coin for Excellence (2017); Director's (3-Star General Officer) Coin for Excellence (2016); Vice Director's (2-Star General Officer) Coin for Excellence (2015); Office of the Secretary of Defense Award for Excellence (2013); MDA Coin for Excellence (2013); 3-Star/Flag Officer Letter of Commendation and Director's Coin for Excellence Award (2013).

Exceptional academic credentials further shape Dr. Martir's presence in his field. He earned a Bachelor of Science in statistics from the University of the Philippines in 1986. He subsequently pursued graduate studies and now holds a master's degree in computer resources and information management, completed in 2001, and a master's degree in human resources management, dating to 2017; both degrees were earned at Webster University. Notably, Dr. Martir also completed a Doctor of Philosophy (PhD) in business analytics and decision sciences from Capitol Technology University in 2019, which he counts as his most significant personal achievement to date together with ennobling PhD students to the apex of their abilities in research and studies, and littérateur pursuits.
