Mr. Vela, a distinguished professional in quality control and compliance, has dedicated over four decades to his career, culminating in his current role as a corporate QC and compliance manager at AmeriTex Pipe & Products in Seguin, Texas, since 2023. With a profound expertise in product auditing, he has been instrumental in absorbing the manufacturing process and ensuring quality control inspection, particularly when addressing non-compliance with permit falsification requirements.

Before joining his current organization, Mr. Vela served as a senior quality auditor and specialist in the central region at Forterra Pipe & Precast from 2021 to 2023. In this capacity, he honed his skills, contributing significantly to the company's operational standards by evaluating production operations for all construction concrete manufacturing processes, materials, quality and structures. Earlier, Mr. Vela excelled as the corporate quality control director at The Turner Company between 2020 and 2021.

In 2020, Mr. Vela briefly held the position of construction engineering specialist with the Texas Department of Transportation (TxDOT), Austin District. From 2012 to 2020, he served as a senior quality specialist at Forterra PLC, where he leveraged his expertise in highway concrete materials, manufacturing and inspection to achieve success. Mr. Vela's career began with an extensive tenure as a field engineering specialist in TxDOT's construction and materials and tests division from 1984 to 2012. He has the primary responsibility of product auditor for the State of Texas (TXDOT) of many highway and road construction employees, such as all related to bridge non-stressed/stressed concert products and miscellaneous fabrication products such as miscellaneous welding of products per AWS (American Welding Society), pipe, box culvert, and different types of steels with various coatings, paints and galvanizing.

Mr. Vela holds an associate degree in business administration and management from the University of Texas-Pan American, completed in 1978. He also pursued additional coursework at Austin Community College in 1983. These academic achievements have been instrumental in shaping his career trajectory and success. Mr. Vela's certifications include the PCI level III quality control technician/inspector certification, which he has maintained since 2005, as well as several others from the American Concrete Institute and the Occupational Safety and Health Administration.

Mr. Vela's commitment to excellence is further exemplified by his active membership in the quality committee of the National Precast Concrete Association. His civic involvement includes volunteering with Scouting America and his local church, reflecting his commitment to community service.

In recognition of his success, Mr. Vela was honored in 2009 with the Journey Toward Excellent Quality Team Award from WASHTO for his contributions to the QC/QA precast concrete certification team. He attributes much of his success to the discipline instilled by his parents and the mentorship of a former colleague who guided him through various aspects of engineering.
