A significant achievement in Mr. Foley's career is the master-planned Mayberry Development in Colorado Springs, which he began developing approximately 10 years ago. As the chief executive officer and majority shareholder, he has guided this ambitious project to include about 3,000 homes, schools, fire departments and retail and industrial spaces. His expertise in buying land, entitling, rezoning, and designing has been instrumental in securing entitlements and developing critical infrastructure, including flatwork, landscaping and road construction. Additionally, Mr. Foley owns Ellicott Utilities Company as well as the sewage and internet companies that serve the Mayberry community, further demonstrating his comprehensive approach to development.

Mr. Foley began his professional journey in 1980, during which time he pursued higher education and earned a bachelor's degree. In 1983, he entered the real estate market, buying and selling properties — a venture that laid the foundation for his future achievements. This early experience enabled him to cultivate a deep understanding of real estate markets and investment strategies. Mr. Foley later pursued a master's degree in business economics and psychology at the University of California, Santa Barbara, graduating in 1990.

In addition to his professional endeavors, Mr. Foley serves as a board member for the San Diego Junior Golf Association and the San Diego Multifamily Investment Strategies. He is also associated with the Mainly Mozart All-Star Orchestra Festival, reflecting his commitment to supporting cultural and community initiatives.
