PORT ORCHARD, WA, August 29, 2025 /24-7PressRelease/ -- Paul E. Nettleton has been selected for inclusion in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Marked by his steadfast commitment to client and citizen service, Mr. Nettleton has carved a distinguished career in public works and engineering. Since 2017, he has served as the program manager for Kitsap County Public Works, overseeing the transportation network asset program valued at approximately $3 billion. In this capacity, he manages the roads, highways and bridges throughout Kitsap County in the Seattle metropolitan area. His responsibilities include securing funding through grants and joint ventures for maintenance and operations and acting as an ambassador for the transportation network's significance to the community.

Concurrently, Mr. Nettleton has held the role of pavement asset manager for Kitsap County since 2017. Responsible for ensuring the quality and longevity of county roadways, he applies his public works expertise to optimize infrastructure performance and safety throughout his community. His outstanding contributions to the county were recognized in 2024 when he was named Program Manager of the Year by the Washington State County Road Administration Board.

From 2012 to 2017, Mr. Nettleton contributed to Island County in Coupeville, Washington, as a project manager and project engineer. He led various infrastructure and earthwork projects, demonstrating a holistic approach emphasizing technical excellence and community impact. Before that, he worked at Krazan & Associates in Poulsbo, Washington, where he was recognized as a project manager serving government and civilian clients.

Earlier in his journey, Mr. Nettleton worked at ENGEO Incorporated — a geotechnical entity that provides engineering-based solutions for environmental, water resource and geology matters — as a client services manager and materials lab manager in the early 2000's. His leadership was recognized in 2006 when he received the ENGEONESS Award — the firm's highest honor — for his role as an ambassador for company initiatives and his passion for advancing organizational goals.

In the 1990's, Mr. Nettleton held corporate roles in operations and product development at Sherwin-Williams Paint (SWP) in Cleveland, Ohio, and at Imperial Chemical Industries (ICI). Both positions equipped him with valuable foundational experience in innovation and process improvement that he continues to apply today.

Dedicated to sharing insights and being aware of best transportation safety practices, Mr. Nettleton is an active American Public Works Association member. Reflecting on his storied journey thus far, he attributes his success to a self-imposed drive for excellence and a practice of emulating respected leaders, particularly the executive team of ENGEO Incorporated.

Also known for contributing beyond his vocational roles, Mr. Nettleton is a member of the stakeholder committee and a technical panel subject matter expert for the Federal Highway Administration (FHWA), Pavement Management RoadMap Executive Summary. He played a pivotal role in collaborating with the authors of the FHWA Roadmap Asset Management document, published 2022, further demonstrating his influence on national infrastructure policy and pavement preservation.

Happily married for more than 30 years and a proud father of three children, Mr. Nettleton enjoys outdoor activities such as mountaineering, kayaking, mountain biking and running. His active lifestyle includes (most recently) completion of the Ragnar Road - Northwest Passage running relay race in 2025 — a testament to his dedication and perseverance in all areas of his life. Looking to the future, he aims to explore new mountaineering destinations across Europe while continuing to meet the evolving needs of his local community through effective servant leadership.
