Dr. Peacock, a distinguished retired Army lieutenant colonel, has built an impressive career marked by significant contributions to both military and civilian sectors. With a career spanning over three decades in the United States Army, his service included combat deployments to Iraq to field the Air Warrior system to Aviators in theater, a deployment as the Systems Integration Chief with Task Force Observe, Detect, Identify, and Neutralize (ODIN), and peacekeeping operations in Bosnia where he served as a platoon leader and pilot in an Apache attack helicopter Battalion. His involvement with Task Force ODIN in Iraq was particularly rewarding, as the Systems Integration Chief responsible for contract oversight of eight aerial contractor platforms that played a crucial role in reclaiming the roads for US forces conducting combat missions in Iraq.
Throughout his extensive military service, Dr. Peacock held numerous leadership roles, including serving as a Department of the Army centralized board-selected product manager for the Army Contract Writing System, a Category I acquisition program. He later served as the assistant project manager for defensive cyberspace operations, overseeing seven distinct product lines, both roles under the Program Executive Office for Enterprise Systems. His defense acquisition and military career also included time as the assistant project manager for the International Apache office, where he managed foreign military sales of Apache attack helicopters, an effort worth more than $3 billion. He also served as the assistant product manager for the Apache Block III program, now known as the Apache E model attack helicopter, under the Program Executive Office (PEO) Aviation. Dr. Peacock served as a Company commander for an Air Traffic Control unit, where he had previously worked as an Air Traffic Controller. Additionally, he served as the Intelligence and Operations officer for the Spanish helicopter battalion. He also served as the Army Liaison to the Navy's PMA-263 program office for the Fire Scout Unmanned Aerial System (UAS).
Following his retirement from the military in 2017, Dr. Peacock transitioned to the civilian workforce, leveraging his extensive experience in program management, cybersecurity, and systems engineering. He began his post-military career at SAIC as a program manager, utilizing his background in systems engineering and cybersecurity. In 2018, he joined GLG as a program and project manager consultant, where he continues to work part-time in a hybrid capacity. Since 2023, Dr. Peacock has also contributed his expertise to Huntington Ingalls Industries, building on his prior roles with the COLSA Corporation, including serving as a cyber planner and team leader for cyber mitigations.
Dr. Peacock's academic achievements have significantly contributed to his professional success. He holds a Doctor of Education (Ed.D.) degree in Leadership and Learning in Organizations (LLO) from Vanderbilt University's Peabody College with a capstone project focused on Artificial Intelligence, security, and ethical concerns during technology acceleration. He holds a master's degree in cybersecurity from Brown University and a Master of Science in systems engineering from The Johns Hopkins University. Additionally, he earned a master's degree in military operational arts and science from the US Air Force's Air University/Air Command and Staff College, while completing a second master's degree in business management from Faulkner University. Dr. Peacock's authored research from Air University is titled African American Composition of Army Aviation. Dr. Peacock's educational journey began with a bachelor's degree in aeronautics from Embry-Riddle Aeronautical University.
Throughout his career, Dr. Peacock has obtained several certifications that have bolstered his expertise, including CompTIA Linux+, with specialized training in managing SELinux, Intro to Kali Linux, and CompTIA Security+. He holds a certificate in Cyber Risk Management from Harvard University's John F. Kennedy School of Government, having completed Cybersecurity: Managing Risk in the Information Age. Demonstrating a strong interest in emerging technologies, Dr. Peacock also completed "Unlocking Business Solutions with AI-Powered Analytics" and "Managing SE Linux" through Skillsoft in 2024. He also earned a certificate from the University of California, Irvine, in Introduction to the Internet of Things (IoT) programming.
