As the founder and consultant of Hemispherica Vigilance Group LLC, he has been instrumental in collaborating with government officials to address the challenges posed by the proliferation of products that threaten revenue and market share. His expertise in this field is widely recognized, and he continues to make impactful contributions through his consulting work.

Prior to founding his consulting firm earlier this year, Mr. Behar served for two years as the Anti Illicit Trade (AIT) operations manager for the EU and Americas at JTI, where he was responsible for overseeing AIT operations and ensuring the effective implementation of strategic initiatives. Before this, he held several positions — including program manager, law enforcement assistance attaché, and senior law enforcement advisor — within the U.S. Department of Justice's International Criminal Investigative Training Assistance Program, a law enforcement development organization that strengthens national security by advancing U.S. law enforcement operations abroad.

Mr. Behar's distinguished career with the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) spanned over two decades, beginning in 1992 when he was hired as a special agent. He was later promoted to country attaché under the Caribbean Basin Security Initiative, where he was tasked with building relationships with law enforcement agencies in Jamaica, the Dominican Republic, and The Bahamas, establishing a presence in the region to assist those nations in combating firearms-related offenses and stem the flow of illegal firearms to their shores. His leadership in these roles earned him numerous accolades from those three Caribbean nations.

Mr. Behar's commitment to excellence has been recognized with numerous other awards as well, including the Distinguished Service Medal from both the Cleveland Division of Police and the Division of Emergency Medical Service in Cleveland, as well as several commendations from various police departments. As an author, he has contributed valuable insights into combating illicit trafficking through publications such as "Caribbean Firearms Strategy through the Creation of a Caribbean Crime Gun Intelligence Center" and "Implementing and Applying Strategies to Combat Illicit Trafficking in the Caribbean.", Mr. Behar was one of the founders and architect of ATF's operational medical support program.

Academically, Mr. Behar holds a bachelor's degree in business administration with a focus on accounting and finance from Baldwin Wallace University, which he completed in 1990. He is certified as a special agent through the Criminal Investigator Training Program at the Federal Law Enforcement Training Center. Furthermore, his dedication to public service is evident that started as a CPR and first aid instructor with the American Red Cross in Fort Lauderdale. He then went on to become a Paramedic, working in South Florida for a year and a half and then for eleven years in Cleveland, Ohio, with the City's Emergency Medical Service.

In his personal life, Mr. Behar enjoys bicycling, photography, and spending time with his children. Looking ahead, he plans to continue writing while expanding his consulting business and exploring innovative ways to leverage artificial intelligence as a crime-fighting tool and in furtherance of anti-trafficking initiatives for both Government and private industry. His journey is deeply influenced by stories of resilience shared by his parents, who both grew up and lived through WWII in Europe, which have shaped his approach to overcoming challenges throughout his career.
