SAN JOSE, CA, September 11, 2025 /24-7PressRelease/ -- Ying Shen has been selected for inclusion in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.
Ms. Shen has established herself as a prominent figure in the field of public health using data science, with a career defined by her commitment to using data science to improve public health efficiencies, ensure faster national responses and prevent widespread disease. As a Data Scientist at Eagle Global Scientific since 2019, she has pioneered a significant amount of novel methods and approaches in impacting the Centers for Disease Control and Prevention (CDC), United Nations, WHO, White House and 50 U.S. state public health departments.
Throughout her tenure, Ms. Shen has played a nationally critical role in modernizing the CDC's National Notifiable Diseases Surveillance System (NNDSS) by pioneering the first automated, intelligence-driven data quality validation processes. Her innovation automated 85% of previously manual data comparison tasks, effectively ending NCIRD's manual review era and fundamentally strengthening the nation's public health data surveillance infrastructure. During one of the nation's most critical public health crises, Ms. Shen engineered innovative, secure pipelines that processed and validated the nation's COVID-19 data from local health departments, hospitals, and clinics in real time. Her work ensured zero data loss, enabled immediate detection of anomalies, and rapidly alerted National Center for Immunization and Respiratory Diseases (NCIRD), Center for Surveillance, Epidemiology and Laboratory Services (CSELS), and state authorities for prompt investigation - reducing the data validation time for 17,000 national surveillance variables from seven days to just one hour, a transformation that strengthened the nation's capacity for rapid response to the pandemic. By automating validation of complex data elements across various data formats, accurately linking sources, and developing "Anomaly Detection" methods, she has transformed how public health scientists from CDC and state health departments investigate discrepancies, resolve errors, and maintain consistency. Her automation of large-scale record matching, comparisons and validations for COVID-19, has significantly reduced large-scale records processing time, eliminated redundancies, and streamlined national data modernization efforts. Collectively, these methods and contributions are indispensable to maintaining the accuracy, timeliness, and reliability of federal disease surveillance data, which informs outbreak response, vaccination campaigns, and public health policy at the national level.
Notably, Ms. Shen has been invited seven times to present her innovative approaches at prestigious national conferences, including the National Immunization Conference (NIC) and the Council of State and Territorial Epidemiologists (CSTE), where her work has reached broad national audiences shaping public health practices. Her methodologies have been widely adopted by multiple CDC divisions and 23 state health departments across the United States, underscoring their nationwide impact. Her dedication and innovation have been recognized through numerous awards, including winning the 2019 Data for Hope Data Science Competition and securing first place at the 2018 Data for Hope Hackathon organized by the Southern Data Science Conference. Ms. Shen has been invited multiple times to share her award-winning data science methodologies with diverse professional communities, such as the headquarters of Coca-Cola and the Technology Association of Georgia (TAG), further demonstrating the broad relevance and national importance of her work.
Today, Ms. Shen's innovative automation approaches have been adopted by national and state health departments to strengthen surveillance for critical conditions including COVID-19, mumps, pertussis, varicella, and legionellosis. Her work is not limited to these diseases; it is being systematically scaled to 52 U.S. jurisdictions, with H_Influenzae, measles, rubella and other 16 diseases slated for implementation over the next 10 years. By embedding her methods into the very foundation of U.S. public health surveillance, Ms. Shen's contributions ensure that federal and state authorities will have timely, accurate, and consistent data to safeguard the health of millions of Americans for years to come.
Prior to her current role, Ms. Shen served as a data analyst at Claratel Behavioral Health from 2017 to 2019, where she focused on behavioral health data analytics. Her machine learning algorithms achieved a 72% reduction in client drop-out rates in 9 months, and the Suicide Prevention System she developed optimized clinical outcomes with a 98% accuracy rate, saving lives across the United States every day. Ms. Shen's professional journey began with internships as a data analyst at Virginia Tech in 2016. Earlier, she contributed as a machine learning research assistant from 2013 to 2014 and as a data visualization research assistant from 2012 to 2013, both at Zhejiang Gongshang University. Her creativity and innovation extend beyond data science; in 2014, she was awarded a patent for balcony fire escape equipment.
Civically involved, Ms. Shen served as vice president of membership for Toastmasters International from 2018 to 2019 and as vice president of the CCF ZJGSU chapter within the China Computer Federation from 2013 to 2015. Her academic background also underpins her success in the field. She earned a Master of Science in industrial engineering from Virginia Tech in 2017, concentrating on data modeling and algorithms.
Looking ahead, Ms. Shen aims to broaden the reach of her work by sharing insights on platforms such as YouTube and LinkedIn, offering mentorship on data science methodologies, problem-solving strategies and case studies to inspire others. Throughout her career, she has attributed her achievements to her diligent work ethic and an unwavering focus on solving new challenges. This philosophy has allowed her to continually innovate within each project while mentoring data analysts/scientists who seek guidance from her expertise.
