Ms. Libunao has established a distinguished career in health care leadership, marked by more than 30 years of progressive experience across four countries. Currently, she serves as the perioperative clinical service director at Vallejo Medical Center, a position she has held since 2022, under Kaiser Permanente. In this capacity, Ms. Libunao is responsible for streamlining workloads, implementing effective processes and overseeing both the recovery unit and the sterile processing department. Her focus on ensuring harmonious operations between these critical areas has contributed to the center's reputation for excellence in perioperative and adult perioperative services.

Before her current directorship, Ms. Libunao began her tenure with Kaiser Permanente in 2007 as a staff nurse. She quickly advanced through roles of increasing responsibility, drawing on her international background and adaptability. During the rollout of the Affordable Care Act in 2010, she was appointed to a management position during a period of significant organizational transition. With early retirement offers reducing the number of available managers, Ms. Libunao simultaneously led multiple departments, including intensive care, telemetry, dialysis, wound care and recuperation.

Ms. Libunao's journey began in Manila, where she was motivated by a desire to support her parents and pursue opportunities abroad. Initially drawn to nursing as a means of migration, she developed a genuine passion for patient care after witnessing its profound impact on individuals' lives. Ms. Libunao's initial professional experience began as a general staff nurse in both the Philippines and Malaysia, where she rotated through various departments due to broad-based training without specialization. She then developed a strong foundation in critical care as a specialist in the U.K. There, she specialized in coronary care and critical care nursing, adapting to European standards and practices over nearly a decade. Upon moving to the U.S. in 2007, Ms. Libunao worked at three different hospitals in Fresno to adjust to American standards after years of practicing under European guidelines. To further support this transition, she attended coursework at the California Critical Care Consortium.

Ms. Libunao's academic achievements have been instrumental in her ascent to leadership roles within health care administration. Her foundational education includes a Bachelor of Science in nursing earned in the Philippines. Subsequently, Ms. Libunao received a Master of Business Administration in healthcare management from Western Governors University in 2012 and a Doctor of Health Administration with a focus on health quality assurance from Capella University in 2021, supported by a scholarship from Kaiser Permanente.

Adding to her expertise, Ms.Libunao is an active member of the American Organization for Nursing Leadership and the American Hospital Association, reflecting her commitment to professional development and industry engagement.

Throughout her career, Ms. Libunao has demonstrated expertise in perioperative services and adult perioperative services, earning recognition for her ability to lead teams through complex transitions and operational challenges. Looking ahead, she aspires to advance into executive leadership roles, such as chief operating officer or chief nursing officer, with the ultimate goal of becoming a vice president or chief executive officer within a health care organization.
