CAMDEN, DE, September 16, 2025 /24-7PressRelease/ -- Dr. Brian W. Wharton, DSL, has been included in Marquis Who's Who. Dr. Wharton has distinguished himself as the chief of the mission support office within the Readiness and Field Support Directorate at the United States Army Communications-Electronics Command, a role he assumed in 2024. In this capacity, he manages a global team of nearly 700 individuals dedicated to supporting soldiers at every level. His leadership ensures that civilian employees working alongside military personnel have the necessary resources, training and human resources support to excel in their roles. Dr. Wharton oversees critical functions, including promotions, hiring, terminations, awards and reassignments, facilitating the continuous movement of staff worldwide to meet operational needs.

A hallmark of Dr. Wharton's career is his foundational work in establishing the mission support office he now leads. When he assumed this position, the office was newly created with no staff or clear guidelines. Through his vision and strategic guidance, he established a philosophy for the office, recruited a diverse team — many of whom had no prior experience in human resources — and developed it into one of the most efficient units within the organization.

Under Dr. Wharton's direction, the team has gained recognition for its expertise, training other mission support offices both within and outside the command. Initiatives such as organizing HR Olympics have fostered engagement and positioned his team as subject matter experts in federal human resources, particularly Army HR. Their collaborative approach has strengthened relationships across Aberdeen Proving Ground and throughout the command, enabling them to address shared challenges with innovative solutions.

Prior to his current appointment, Dr. Wharton served as a professional and leadership development specialist for the Readiness and Field Support Directorate at the United States Army Communications-Electronics Command from 2022 to 2023. In 2021, he simultaneously held positions as command supervisory staff administrator and chief of staff for the 352nd Civil Affairs Command, while also serving as battalion executive officer and deputy director for the 313th Movement Control Battalion in the United States Army Reserve. From 2019 to 2021, Dr. Wharton was supervisory staff administrator (chief of staff) for the 313th Movement Control Battalion, following his assignment as rear detachment officer (deputy director) for the 1398th Deployment and Distribution Support Battalion from 2018 to 2019.

Dr. Wharton's earlier assignments further highlight his leadership and expertise in human resources and advisory roles. In 2014, he served as brigade S1 and human resources director for the 35th Signal Brigade, having just completed a tour from 2013 to 2014 as a security forces advisory and assistance team member, consulting with foreign nationals. Prior to that, Dr. Wharton was battalion S1 and human resources director for the 35th Signal Brigade from 2010 to 2013.

In addition to his military service, Dr. Wharton was executive director of the Institute for Defense and Government Advancement from 2014 to 2017, where he contributed to thought leadership in defense policy and government affairs. Earlier in his career, he served as a congressional staff assistant with the United States Congress from 2004 to 2005.

Dr. Wharton's academic background includes a doctorate in strategic leadership from Liberty University, earned in 2021, following a Master of Science in organizational leadership from Manhattan University, where he graduated in 2017. His formal education began with a Bachelor of Arts in political science and government from Lebanon Valley College in Annville, Pennsylvania, which he earned in 2009. Dr. Wharton has further strengthened his professional expertise through various certifications, including Lean Six Sigma Yellow Belt from the Six Sigma Global Institute in 2025 and the Professional in Human Resources® credential from HRCI in 2018.

Beyond his professional achievements, Dr. Wharton remains deeply engaged in civic life, volunteering with Lebanon Valley College, a homeless shelter in Aberdeen and a local high school. His dedication has been recognized with honors, including the Volunteer Service Medal, the Meritorious Service Medal and the Afghanistan Campaign Medal from the United States Army.

Reflecting on his career, Dr. Wharton credits his success to several guiding principles: setting ambitious goals and strategically working backward to achieve them, maintaining a focus on continuous learning and process improvement and drawing strength from the support of his wife, who motivates him both personally and professionally. He instills these values within his team by requiring ongoing education and development.

Dr. Wharton's decision to pursue military service was deeply personal, inspired by conversations with older generations who expressed regret at not having served, as well as by his grandfather's service during World War II. These influences reinforced his commitment to serving the United States while also providing him with valuable skills and fostering enduring relationships.

Today, one of Dr. Wharton's greatest passions is fostering a positive organizational culture. He believes that while strategy and resources are critical, true organizational strength comes from the individuals who bring dedication, perspective and purpose to their work. Born in Chestertown, Dr. Wharton enjoys watching movies with his wife each week and creating elaborate Halloween yard displays during his leisure time. Looking ahead, he aspires to join the Senior Executive Service within the federal government and become an enterprise-wide leader at that level, continuing his commitment to excellence in public service and organizational leadership.
