Prior to his current role, Mr. Metcalf served as the Federal Security Director for TSA in the State of Kansas from 2022 to 2024. During this tenure, he was recognized for his outstanding leadership when the airport under his direction was awarded the TSA Airport of the Year in 2023. That same year, he received the DHS Secretary Award for Innovation, underscoring his significant contributions to advancing security protocols and operational excellence.
In 2024, Mr. Metcalf also held a detail assignment as Regional Security Director for Surface Operations within TSA in Chicago, Illinois, where he provided strategic oversight across multiple jurisdictions. He also served on several Sub-Committees in support of the Republican & Democratic National Conventions. From 2019 to 2022, he was a Supervisory Air Marshal in Charge within the Law Enforcement/Federal Air Marshal Service in San Francisco, California, where he managed law enforcement operations and ensured compliance with federal security standards.
Mr. Metcalf's mid-career includes his service as Assistant Federal Security Director - Law Enforcement for LE/FAMS for four years. His responsibilities there encompassed coordinating law enforcement activities and enhancing interagency collaboration. Between 2013 and 2015, he was Section Chief at the Federal Law Enforcement Training Center, where he played a pivotal role in developing training curricula for federal agents. He began his federal service as an Assistant Supervisory Air Marshal in Charge at the Federal Air Marshal Service Training Center after several years as an operational Federal Air Marshal and Instructor.
Before joining federal service, Mr. Metcalf dedicated over a decade to municipal law enforcement as a Police Officer with the Dallas Police Department from 1991 to 2001. His professional journey began with military service in the U.S. Army from 1986 to 1988, serving overseas and gaining early exposure to disciplined leadership and mission-focused teamwork.
Educationally, Mr. Metcalf's background includes a Master's Degree in Organizational Leadership from Columbia Southern University and a Bachelor's Degree in Criminal Justice from Midwestern State University. He has further enhanced his expertise by earning a Graduate Certificate in Public Administration from Columbia Southern University.
Mr. Metcalf has pursued extensive professional development through certifications, such as Senior Executive Service certification and completion of the Senior Executive leadership lab focused on customer experience, both from the U.S. Office of Personnel Management in 2024. He is also a credible leadership change agent with the Federal Acquisition Institute, a Project Management Professional, a Contracting Officer's Representative, a firearms instructor, among several other qualifications.
