Mr. Bennett has established a distinguished career in civil engineering, marked by his expertise in stormwater management, flood prevention and resilience. As the vice president and regional business line leader at CES Consultants in Pembroke Pines, Florida, since 2025, he is responsible for driving business development in Broward County, guiding and supporting the engineering team, managing major projects as needed, contributing to proposals, and developing and maintaining strong client relationships with local municipalities. Mr. Bennett's leadership in these areas underscores his commitment to enhancing community infrastructure and expanding CES's presence in the region.
Prior to joining CES Consultants, Mr. Bennett served as the assistant director of public works for the City of Fort Lauderdale, Florida, from 2022 to 2025. In this capacity, he oversaw the development and management of the department's operating and capital improvement budgets, led the creation and implementation of the city's stormwater master plan (now under construction with more than $200 million in projects and additional phases exceeding $1 billion), and directed the procurement process for the citywide AMI smart water meter program. He also ensured compliance with state consent orders by managing the delivery of more than $200 million in water and sewer improvements, including all regulatory reporting requirements, and advanced the city's infrastructure investment by identifying, securing, and administering grants for public works projects.
Between 2019 and 2022, Mr. Bennett held the position of assistant director and deputy chief resilience officer at the Department of Resilience & Public Works in Miami, Florida. In this capacity, he oversaw the city's stormwater utility, including projects to expand and improve the system and efforts to maintain regulatory compliance. He also directed the city's right-of-way permitting process and advanced initiatives to strengthen Miami's resilience against environmental challenges, solidifying his reputation as an expert in flood prevention and stormwater management. Before assuming this role, Mr. Bennett initially worked for the City of Fort Lauderdale as a project manager II, starting in 2013 before transitioning into senior project manager in 2014 and assistant city engineer from 2016 to 2018, during which he made significant contributions to various municipal projects.
Mr. Bennett's early career included roles that laid a strong foundation for his future achievements. From 2003 to 2013, he was a senior engineer at Craven Thompson & Associates Inc., where he refined his skills in engineering design and project management and successfully managed a $14 million CEI contract for a comprehensive infrastructure upgrade in a long-neglected neighborhood of Fort Lauderdale. Despite the project's complexity and scale, he delivered it on time and within budget, earning recognition for his technical expertise and leadership. Mr. Bennett's initial role in the industry was as a junior engineer at WHPacific Inc. (formerly ASCG Inc.) in Anchorage, Alaska, between 2000 and 2003.
In preparation for his future, Mr. Bennett received a Bachelor of Science in civil engineering with a minor in mathematics from the University of Alaska in Anchorage in 2000. His education provided him with the technical knowledge necessary for his professional success. Mr. Bennett also holds several certifications that further enhance his qualifications. He earned a professional engineer designation from the Florida Board of Professional Engineers in 2005, obtained several FEMA NIMS/ICS certifications in 2014, and became a certified stormwater operator level I and II through the Florida Stormwater Association in 2020.
In addition to his professional accomplishments, Mr. Bennett is actively involved with several industry-related organizations, including the American Society of Civil Engineers, the American Public Works Association, the Florida Water Environment Association, the Water Environment Federation, and the Florida Stormwater Association. His contributions extend beyond engineering by sponsoring various local cancer societies, reflecting his commitment to civic engagement. As a leader in his field, Mr. Bennett has co-authored articles in professional journals.
Mr. Bennett's dedication to excellence has been recognized with several honors, including the 2021 Stormwater Program Excellence Award from the Florida Stormwater Association.
