Mr. Blair has established a distinguished career of 30 years in the out-of-home media industry, earning recognition for his expertise in billboards, transit media, airport malls and all forms of media consumed outside the home. His professional journey is marked by progressive leadership roles and a commitment to innovation, collaboration and mentorship.

In 2025, Mr. Blair assumed the position of Head of Client Development for North America at billups. In this capacity, he manages multiple operational areas, collaborates with sales and strategy professionals across the organization and identifies success stories to share across regions. He is responsible for fostering strong relationships with client partners and internally between sales and marketing teams, ensuring that products align with marketplace needs and partnering with marketing to develop effective training programs. Additionally, he will be coordinating with the Learning and Development group to keep teams informed about new products and services while providing updated industry knowledge. Mr. Blair balances solutions between digital and static advertising approaches, reflecting his deep understanding of the evolving landscape.

Prior to his current role, Mr. Blair served as Vice President, Regional Sales Director – Midwest at OUTFRONT Media from 2021 to 2025. During this period, he helped lead a team of approximately 80 individuals in the Midwest region, introducing a new digital billboard channel that presented unique challenges. Recognizing the diversity within his team—ranging from recent graduates to seasoned professionals—he and the rest of the leadership team implemented a strategy that combined talent from different markets and experience levels. By illustrating the product's effectiveness through real-life examples and fostering collaboration between newcomers and long-time employees, Mr. Blair successfully bridged knowledge gaps and managed conflicts proactively.

From 2018 to 2021, Mr. Blair was Sales Director—Denver at OUTFRONT, where he continued to drive growth by inspiring teams to embrace new tools and products in a rapidly changing environment. He believes that true leadership is rooted in inspiration rather than authority.

From 2016 to 2018, Scott held two other roles at OUTFRONT: National Sales Manager and Regional/National Sales Director. In both roles, he focused on expanding national accounts and strengthening client relationships across the Mountain Plains Region.

His earlier tenure at billups included serving as Executive Vice President and Chief Growth Officer from 2012 to 2016, where he played a pivotal role in driving organizational expansion and innovation. As Managing Director from 2010 to 2012, he led strategic initiatives that positioned Billups as an industry leader.

Between 2007 and 2010, Mr. Blair was Managing Director at Posterscope USA, where he managed large-scale campaigns and developed integrated media strategies for high-profile clients. His experience as Associate Media Director at The Integer Group from 1999 to 2007 further honed his skills in campaign planning and execution.

Scott began his career as a Media Planner at Bozell from 1995 to 1999 after completing an internship in advertising sales at the Omaha World Herald during his university years. He quickly developed a passion for outdoor advertising, finding fulfillment in seeing his work displayed throughout the community.

His academic foundation includes a bachelor's degree in advertising from the University of Nebraska-Lincoln, earned in 1996. Initially pursuing commercial art with aspirations of designing logos for major companies, Mr. Blair shifted his focus after discovering advertising through an introductory course recommended by a counselor. This pivotal moment revealed his affinity for creative and analytical thinking, ultimately shaping his professional path.

Mr. Blair has also pursued ongoing education, earning the Edge Academy Certified: Marketing Foundations credential from The Trade Desk in 2020. He attributes much of his success to a steadfast dedication to continuous learning and giving time to others, a philosophy reinforced over the past several years by making daily learning a core routine. He believes it's never too late to embrace calculated risks and step out of one's comfort zone to grow and learn.

His approach to leadership emphasizes servant leadership principles: prioritizing partnership, teamwork and client service over transactional selling. Beyond his professional achievements, Mr. Blair has demonstrated civic engagement as moving team lead for His Allies at Southeast Christian Church from 2010 to 2016. His contributions have been recognized with several awards, including Outdoor Advertising Sales Representative of the Year from the Colorado Denver Ad Club as well as President's Club honors at Billups and OUTFRONT Media.

Outside of work, Mr. Blair values family life with his spouse and their three children. He enjoys spending time with family, traveling abroad, playing golf and practicing Aikido. Looking ahead, he aims to help his company achieve significant growth while supporting clients across the industry in realizing new opportunities. He plans to increase his involvement within the advertising community by serving on boards aligned with his values—particularly those associated with charitable organizations—as a way of giving back for the good fortune he has experienced throughout his life and career.
