He began his professional journey as an electronics engineer and computer programmer, quickly advancing to supervisor and chief engineer roles. His early assignments included work at Space Division in Los Angeles, where he contributed to satellite programs before progressing to launch systems and vehicles. Demonstrating exceptional technical expertise and leadership, he later became a missile launch commander for the Intercontinental Ballistic Missile Program, Minute Man III.

Throughout his federal career, Mr. Mc Kinney was involved in numerous high-profile projects related to satellite and aircraft systems. Among his most notable accomplishments was serving as chief engineer on the C-17 transport aircraft program, where he oversaw all engineering and software programming for an aircraft that remains vital to the United States Air Force as well as allied nations. He also held responsibilities in acquisition logistics management, working closely with senior leadership at Space Division before returning to launch program oversight.

In addition to his government service, Mr. Mc Kinney has experience as an architectural design draftsman and has built several houses himself. His early exposure to real estate sales provided valuable skills that translated well into his later military roles, particularly in presenting complex programs to upper command levels — a skillset that mirrored aspects of selling in real estate.

Supporting his varied professional pursuits, Mr. Mc Kinney hails from an equally extensive and diverse academic background. He earned a Bachelor of Science in chemical engineering from the University of Florida in 1981, which laid the foundation for his technical career. He also completed a Master of Science in electrical, electronics and communications engineering at Northrop University, followed by a Master of Arts in national security and strategic studies from the United States Naval War College. Furthermore, he holds a Master of Business Administration with an emphasis in finance and accounting from Regis University.

To deepen his knowledge and expertise, Mr. Mc Kinney completed coursework in business, management, marketing, real estate law, and related support services at Cornell University as well as earning a Paralegal Certificate at the University of California, Irvine. He has also completed coursework at the National Test Pilot School in flight test engineering performance and flight test engineering flying qualities. His commitment to continuous professional development is reflected in memberships with the Aircraft Owners and Pilots Association, Pacific West Association, and the American Bar Association.

Teaching and mentorship have also played a role in Mr. Mc Kinney's journey; he taught a semester at Chapman University, sharing his knowledge with students and fostering future talent. He enjoys flying and sailing during his personal time — a passion supported by his certification in sailing courses from the American Sailing Association (ASA). A devoted family man, he has been happily married for over 38 years and is the proud father of one daughter who pursued a degree in biochemistry.

Looking to the future, Mr. Mc Kinney aims to expand Mc Kinney Realty LLC while increasing his involvement in teaching about science, technology, engineering and mathematics (STEM) research. He also plans to participate with the Civil Air Patrol's youth program to educate young people about aviation — a field he recognizes as critical for future generations given the growing need for pilots.

Reflecting on his remarkable journey thus far, Mr. Mc Kinney attributes his success to an enduring curiosity and determination that began in childhood when he would collect soda bottles for recycling and deliver newspapers on a morning route.
