Mr. Hawkins has led a remarkable career spanning more than three decades in the fields of geospatial intelligence, research and development and satellite imagery. Most recently, he has been self-employed as a program, project and process manager, where he manages studies related to satellite imagery and supports the mapping, charting and geodetic needs of the United States military and intelligence community. His expertise in research and development and satellite imagery has been pivotal in advancing the proficiencies within these sectors.

Prior to his current endeavors, Mr. Hawkins served as a physical scientist, program manager, liaison and assistant inspector general with the Defense Mapping Agency— now known as the National Geospatial-Intelligence Agency — for nearly four decades. After beginning his journey in 1963 as a blue-collar worker specializing in negative engraving, he advanced to stereo compilation and analytical triangulation before moving into the realm of classified imagery. This progression led him into research and development, where he focused on satellite studies that contributed to the agency's production of critical products for both military and intelligence applications.

Mr. Hawkins' career trajectory continued upward as he assumed responsibilities in program management, overseeing initiatives related to joint operations graphic products. He was subsequently selected to work at the Defense Mapping Agency headquarters, then located at the Naval Observatory grounds in Washington, D.C., where he managed several high-profile programs.

Among Mr. Hawkins' most significant achievements during this time was managing his agency's support for the Pershing II missile program — a weapons system sought by President Ronald Reagan for deployment in Europe by the end of 1983. Mr. Hawkins' leadership in this initiative provided a strategic advantage during negotiations with Mikhail Gorbachev and ultimately contributed to the signing of the 1987 Intermediate-Range Nuclear Forces Treaty.

In recognition of his expertise and leadership abilities, Mr. Hawkins was appointed as the first Defense Mapping Agency liaison in Europe at the United States European Command headquarters in Stuttgart, Germany. Upon returning to the Defense Mapping Agency, he became the assistant inspector general, further demonstrating his commitment to organizational integrity and operational excellence. He is immensely grateful for the guidance and mentorship of Richard Penrod, whom he admired and learned much from during his time with the agency.

Mr. Hawkins' academic background includes coursework in marine biology and biological oceanography at Montgomery College in Rockville, Maryland, which contributed to the analytical skills and scientific discipline that has driven his extensive professional success. He attributes his achievements to meticulous attention to detail — especially in program management — along with a strong sense of responsibility, hard work and setting a positive example for colleagues. Also keenly aware of the importance of clear communication, he emphasizes using plain language and believes that owning up to mistakes and correcting them is essential for effective leadership.

Happily married and a proud father of one son and one daughter, Mr. Hawkins is civically engaged as a donor and supporter of children's and animal welfare organizations. Despite accruing decades of operational accomplishments both nationally and internationally, he continues to strive for professional and personal growth while furthering his impact in the realm of program and process management.
