ANGELS CAMP, CA, October 07, 2025 /24-7PressRelease/ -- Joy Mellera has been included in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Ms. Mellera currently serves as the right of way manager at Hetch Hetchy Water & Power, a position she has held since 2022. In this capacity, she is responsible for all inspections related to California fire regulations, overseeing several labor crews and managing a dedicated vegetation management team. Her primary focus is ensuring that the land containing the organization's assets remains safe, effective and at low risk of fire. Prior to her current role, Ms. Mellera served as a utility specialist at Hetch Hetchy Water & Power from 2020 to 2022.

Since 2005, Ms. Mellera has also been the owner and operator of Highland Gardeners. Through this entrepreneurial venture, she oversees the design, installation and maintenance of residential landscapes, emphasizing aesthetic design while incorporating permaculture principles. Her work also includes hazard tree consultations, orchard maintenance and edible landscape designs.

From 2018 to 2020, Ms. Mellera served as the operations manager for the Stockton Division of ACRT Pacific. Concurrently, she was assistant operations manager for the second patrol at ACRT, Inc., overseeing operations addressing drought-related tree mortality and managing the debris program. She also served as senior consulting utility forester at ACRT, Inc. from 2014 to 2020, supervising staff and coordinating utility projects to meet safety and performance standards. In recognition of her contributions, Ms. Mellera received the Forester of the Year award from ACRT, Inc. in 2015.

Earlier in her career, Ms. Mellera worked as a nurseryman at Murphy's Nursery from 2000 to 2006, where she gained foundational experience in plant care, nursery operations and customer service. In this role, she was responsible for the care, planting, and design of nursery stock, as well as the ordering and inspection of plants in coordination with the county agriculture department.

Ms. Mellera is an active member of several professional organizations that reflect her dedication to advancing industry standards and supporting women in her field. She serves on the executive team for vegetation management at the Centre for Energy Advancement through Technological Innovation and maintains memberships with the Association of Women in Water, Energy, and Environment, the Utility Arborist Association and the International Society of Arboriculture.

Ms. Mellera's academic achievements have played a pivotal role in shaping her professional journey. Earning a bachelor's degree in sustainable horticulture from Oregon State University in Corvallis in 2017 stands as her most notable accomplishment. She pursued this degree later in life after realizing that relocating for college was not feasible. Demonstrating remarkable perseverance, she attended classes while pregnant and balanced online coursework with motherhood and employment responsibilities. Prior to this, Ms. Mellera completed an associate degree in environmental science and fine arts from Columbia College in Sonora, California, in 2004.

In addition to her formal degrees, Ms. Mellera holds various industry-recognized certifications. She received a tree risk assessment qualification from the International Society of Arboriculture in 2020 and earned the ISA utility specialist certification in 2015. She was designated a certified permaculture designer by Oregon State University in 2013 and obtained ISA arborist certification in 2012. That same year, Ms. Mellera was issued a C-27 landscape contractor license by the California Contractors State License Board.

Ms. Mellera attributes her success to a continual desire for improvement and a deep-seated passion for wildfire mitigation, a driving force behind her career choices and achievements. She emphasizes that success is less about where one starts and more about having clear goals and a positive mindset. By taking small, deliberate steps, overcoming obstacles one at a time and breaking challenges into manageable pieces, Ms. Mellera believes anyone can achieve their objectives, regardless of gender, ethnicity, or background.

Outside her professional pursuits, Ms. Mellera enjoys beekeeping, gardening and spending time with her family. Looking ahead, she plans to continue advancing her IVM program while transitioning right of way management toward more sustainable standards. She is working toward additional certifications from the International Society of Arboriculture, including those for municipalities, and is considering pursuing master arborist status. Ms. Mellera also intends to obtain her qualified applicator's license soon, focus on public speaking engagements and expand her professional network within the industry.
