MISSION VIEJO, CA, October 10, 2025 /24-7PressRelease/ -- Robert Maxon has been selected for inclusion in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.
Mr. Maxon has established a distinguished career in both finance and government, marked by significant achievements and leadership roles across international markets. Since 2009, he has primarily served as a supervisory economist at the Internal Revenue Service, where he has been instrumental in enhancing the effectiveness of transfer pricing enforcement. Drawing on his extensive background in valuation and private equity, he applies market-based principles to evaluate how multinational corporations allocate profits across jurisdictions. His work has had a profound societal impact, particularly in closing tax loopholes and supporting examinations and litigation of prominent cases involving major multinational companies. He is also committed to expanding the use of data analytics within government operations to further strengthen regulatory outcomes.
Prior to his tenure with the Internal Revenue Service, Mr. Maxon was a founding partner of Aperta Asset Management from 2004 to 2008. In this capacity, he managed a hedge fund with offices in Denver and Tokyo, specializing in Japanese equities through a long-short investment strategy. Under his leadership, the fund raised $50 million from prominent investors including Merrill Lynch, Nomura, and Credit Lyonnais, and was on the verge of securing an additional $200 million before the onset of the 2008 financial crisis led to its closure. This experience provided him with deep insights into global financial markets and reinforced his expertise in risk management and investor relations.
From 2001 to 2003, Mr. Maxon held the position of deputy general manager at Shinsei Bank, formerly Long Term Credit Bank, which had been nationalized and acquired by J.C. Flowers. Tasked with reforming the institution by introducing American investment banking practices, he focused on distressed loan turnaround and facilitated joint ventures with Soros Fund Management and Cerberus. Despite facing resistance from local institutions and policymakers, he played a pivotal role in advancing Japan's private equity industry during this transformative period.
Between 1999 and 2001, Mr. Maxon was a partner at Penta Investment Advisers, one of Asia's pioneering hedge funds. He collaborated with Goldman Sachs to build middle-office infrastructure for Asian hedge funds and leveraged his fluency in Japanese to research companies in Japan.
Earlier in his career, from 1993 to 1999, Mr. Maxon served as vice president at Merrill Lynch in Tokyo. During his six-year tenure, he contributed to automating trading systems that significantly reduced exchange-traded fund transaction costs. His technical acumen and innovative approach positioned him as a leader in equity trading operations.
Mr. Maxon's academic credentials include a Master of Science in data analytics with a specialization in machine learning and artificial intelligence from Colorado State University, conferred in 2022. He also holds a Bachelor of Arts in economics from Georgetown University, earned in 1991. These academic achievements have underpinned his analytical approach to both finance and regulatory work.
He has been certified as a Chartered Financial Analyst by the CFA Institute since 2002 and maintains active membership in the CFA Society of Los Angeles, reflecting his ongoing commitment to professional excellence and industry engagement. Mr. Maxon attributes his success to intellectual curiosity and human empathy, qualities that have guided his transition from finance to public service and continue to inform his efforts at the Internal Revenue Service.
Beyond his professional pursuits, Mr. Maxon is civically engaged as host of Japanese homestay kids, demonstrating his dedication to cross-cultural understanding and community involvement. Born in Washington D.C., he enjoys cooking, biking, kayaking, and swimming outside of his professional responsibilities. He is also dedicated to family life with his spouse and their two children.
Looking ahead, Mr. Maxon intends to remain with the Internal Revenue Service while focusing on further improving transfer pricing enforcement and expanding data analytics capabilities within government agencies. He is committed to strengthening litigation outcomes for the agency to prevent tax avoidance by multinational corporations, an endeavor he regards as having far-reaching societal benefits.
