Since 2015, he has served as the owner and chief executive officer of Svabek Consulting LLC in Leesburg, Virginia. Through his firm, he leverages his extensive background to consult with medical staffing companies, consulting organizations and information technology enterprises. With a focus on guiding clients in expanding into the federal market — particularly within defense health, military health and Veterans Affairs — he builds strong relationships, writes procurement initiatives and conducts remote meetings while traveling to client sites throughout Northern Virginia.
In 2016, Mr. Svabek also became the director of tactical operations at Grace & Associates in Leesburg. Through a unique arrangement, he operates as a W-2 employee of his own company while serving as a 1099 consultant to Grace & Associates — a structure that allows him to concentrate on delivering value to clients without the administrative burdens of account management or billing. He is sought after thanks to his success increasing procurement win rates, navigating complex federal contracting environments and delivering expert acquisition advisory services.
From 2013 to 2015, Mr. Svabek held the position of Director of Procurement and Head of Contracting Activity (HCA) at the Department of Defense Health Agency in Falls Church, Virginia. In this role, he oversaw critical procurement functions supporting military health systems nationwide and managed an obligation budget of over $15 Billion.
For five years, Mr. Svabek excelled as commander of contracting activity for the United States Army Medical Command within the Department of Defense. During his tenure, he was pivotal in expanding employment opportunities for individuals with disabilities by increasing nonprofit service contracts from two hospitals to nine across the command. His efforts significantly advanced nonprofit employment initiatives and earned him the AbilityOne Champion of the Year award.
From 2005 to 2008, Mr. Svabek was the program director for medical logistics at the Office of the Secretary of Defense Health Affairs, where he managed large-scale logistics programs that supported military medical readiness and operational effectiveness.
Earlier in his career, Mr. Svabek was deployed as an advisor with the Coalition Provisional Authority Ministry of Health in Baghdad, Iraq. There, he worked closely with Iraqi partners to reform international contracting practices and combat corruption within procurement processes. Upon completing this challenging assignment — which became one of his most rewarding professional experiences — he documented these efforts in two articles published by the Journal of Contract Management through the National Contract Management Association.
Mr. Svabek's decorated military tenure spans nearly 30 years with the United States Army. Beginning as a cadet and platoon leader with the Illinois National Guard from 1985 to 1987, he was commissioned as an infantry officer under the simultaneous membership program. In 1987, he entered active duty as a medical service corps officer and later served with distinction in the 101st Airborne Division during Operation Desert Storm in 1990 and 1991. Retiring at the rank of full colonel in 2015, he was honored for his exemplary service with the Legion of Merit, two Bronze Star Medals, the National Meritorious Service Medal and seven Army Meritorious Service Medals. He is permanently authorized to wear the US Army and the Secretary of Defense Staff badges. He is qualified as a Parachute, Air Assault Soldier as completed Ranger School in 1989. He was awarded the Combat Action Badge during Operation Iraqi Freedom.
Hailing from a foundational academic background, Mr. Svabek earned a Master of Arts in procurement and acquisition from Webster University in 1999 and a Bachelor of Arts in history from University of Illinois Chicago in 1987. His path toward higher education was shaped by early challenges; after his parents' divorce in the late 1970s, he grew up in modest circumstances with his mother and relied on food stamps. Initially uncertain about college due to financial constraints, he was encouraged by his high school gymnastics coach to apply for a Pell Grant that enabled him to attend college on an a Pell Grant scholarship. A chance encounter with the Army Reserve Officers' Training Corps (ROTC) at University of Illinois Chicago led him to camp at Fort Knox and ultimately set him on course for a military career.
Mr. Svabek's early commission allowed him to serve as an infantry officer while still completing his undergraduate studies — a formative experience that instilled leadership skills he would carry throughout his career. Later deployments drew upon his specialized knowledge in medical logistics and contracting; notably, during his assignment in Iraq, he helped rebuild medical supply chains under the Oil-for-Food program and established transparent international contracting processes for local businesses and the Iraqi Ministry of Health.
To share his knowledge and stay aware of best practices in the consulting realm, Mr. Svabek has maintained active involvement in industry organizations including the Loudoun Medical Reserve Corps, the Armed Forces Communication and Electronics Association and Information Management Solutions. He is also a past member of the National Contract Management Association.
Beyond his professional pursuits, Mr. Svabek has contributed extensively to fundraising activities through charitable golf events and supported nonprofit organizations dedicated to community well-being. From 2020 to 2024, he served on the board of advisors for MileMarker10, which brings entrepreneurs, executives and other professionals together to share insights and achieve common goals. Dedicated to helping those in need however possible, he also volunteered with the Loudoun Medical Reserve Corps' mobile COVID-19 vaccine program and testing initiative.
A devoted family man, Mr. Svabek is a proud father of two adult children who are both recently engaged and planning upcoming weddings. In his personal life, he enjoys playing golf, outdoor activities, spending quality time with his girlfriend — often cooking together or hosting date nights — and undertaking kitchen remodeling projects.
Looking toward the future, Mr. Svabek is considering concluding his consulting business with aspirations to return to federal service as a civilian leader, where he believes strong leadership is needed most.
